Does Artificial Intelligence Promote Agricultural Industrial Structure Upgrading?-Empirical Evidence from the AI Innovation and Development Pilot Zones

随着新一轮科技革命和产业变革的深入推进,人工智能成为了产业转型的核心驱动力.研究选取 2010-2022年全国 30个省份的面板数据,采用多时点双重差分模型探究人工智能创新发展试验区政策对农业产业结构升级的影响及机制.研究结果表明:(1)试点政策对农业产业结构升级具有显著的推动作用,这一结论在经过系列稳健性检验后依旧成立;(2)试点政策对农业产业结构升级的促进作用存在显著区域差异,中部地区的政策效应最为明显;(3)农村产业融合在试点政策对农业产业结构升级的影响中发挥部分中介作用.对此,要深化人工智能创新发展试点政策,巩固其促进农业产业结构升级的政策效果;实施区域差异化精准施策,将资源重点投向政策效应最显著的中部地区,并强化西部支撑条件;牢牢抓住农村产业融合这一关键中介路径,将技术赋能切实转化为结构升级.

With the deepening advancement of a new round of technological revolution and industrial transformation,arti-ficial intelligence has become a core driver of industrial upgrading.Using panel data from 30 Chinese provinces from 2010 to 2022,this study applies a multi-period difference-in-differences model to examine the impact and mechanisms of the AI Innovation and Development Pilot Zone policy on agricultural industrial structure upgrading.The findings indicate that:(1)The pilot policy significantly promotes agricultural industrial structure upgrading,a conclusion that remains robust after a series of robustness tests;(2)The promoting effect of the pilot policy exhibits significant regional heterogeneity,with the policy effect being most pronounced in the central region;(3)Rural industrial integration plays a partial mediating role in the impact of the pilot policy on agricultural industrial structure upgrading.Accordingly,it is recommended to deepen the AI innovation and development pilot policy to consolidate its effect on promoting agricultural industrial structure upgrading;implement regionally differentiated and targeted policies,focusing resources on the central region where the policy effect is most significant while strengthening support conditions in the western region;and firmly leverage rural industrial integration as a key mediating pathway to effectively translate technological empowerment into structural upgrading.
