[研究目的]立足于当前国家科技竞争力与综合国力、经济发展息息相关的国际背景,以及中美科技竞争日趋白热化的现实处境,本文旨在深入梳理美国"科技竞争"理念的演进历程,探讨其对美国国际科技战略的影响,为我国应对科技竞争、制定科技战略、调整对外科技关系提供支撑.[研究方法]采取历史分析法,结合当前国际科技竞争格局,将美国"科技竞争"理念的演变划分为萌芽、扎根、贯彻和新发展四个阶段.从历史视角出发,系统梳理不同时期美国"科技竞争"理念形成的内在动因,主要包括国家战略需求、经济利益驱动等;详细分析其表现形式,包括科技政策制定、科研投入方向、国际科技合作与封锁策略等方面;深入探讨这些理念对美国自身科技发展、国际科技地位以及全球科技格局产生的主要影响.[研究结论]我国在应对科技竞争、推进科技创新发展中应做到:一是提高科技创新效能,优化资源配置,提升科研成果转化率;二是推进全产业链创新,实现上下游协同发展;三是推动科技创新主体多元化,激发企业、高校、科研机构等各方活力;四是加强对世界科技关系整体形势的研判,制定灵活有效的科技发展战略,从而为我国早日实现高水平科技自立自强提供有力支撑.

[Research purpose]This paper focuses on the international context where national technological competitiveness is closely tied to comprehensive national strength and economic development,and has thus become a crucial determinant of international competition,especially amid intensifying Sino-US scientific and technological competition.It aims to conduct an in-depth analysis of the evolution of the US concept of"scientific and technological competition",explore its impact on US international science and technology strategies,and provide support for China's response to such competition,as well as formulating its science and technology strategies,and adjusting its foreign science and technology relations.[Research method]This paper adopts a historical analysis approach.Against the backdrop of the current international landscape of technological competition,it divides the evolution of the US concept of"scientific and technological competition"into four stages:emergence,formation,implementation,and new development.From a historical perspective,it systematically reviews the internal driving forces behind the formation of the US concept of"scientific and technological competition"across different periods,which mainly include national strategic needs and economic interests;it also analyzes in detail its manifestations,including the formulation of science and technology policies,prioritization of research investment,international science and technology cooperation,and containment strategies;and it deeply explores the main impacts of these concepts on US technological development,its international scientific and technological standing,and the global science and technology landscape.[Research conclusion]This paper derives four important insights for China in responding to technological competition and promoting scientific and technological innovation.First,China should enhance the efficiency of scientific and technological innovation,optimize resource allocation,and improve the transformation rate of scientific research achievements.Second,China should promote innovation across the entire industrial chain and achieve coordinated development between upstream and downstream sectors.Third,China should diversify its scientific and technological innovation entities and stimulate the vitality of enterprises,universities,research institutions,and other stakeholders.Fourth,China should gain a better grasp of the global scientific and technological landscape and formulate flexible and effective science and technology development strategies,thereby providing strong support for China's scientific and technological self-reliance and self-strengthening.
