Governance Adaptability of Mission-Oriented Innovation under the New Whole-Nation System:Construction of the AOI-TS Analytical Framework and Case Validation
[研究目的]针对新型举国体制在推进任务导向型创新过程中所面临的治理效能张力,探究治理工具组合如何与任务内在属性实现精准动态适配,从而为中国创新治理体系的转型与新质生产力的培育提供深层的机制解释.[研究方法]引入新制度主义视角,将供给侧治理行为解构为权威、组织与激励(Authority、Organization and Incentive,AOI)三大核心工具,将需求侧环境约束分化为技术路径不确定性(Technological Path Uncertainty)与安全敏感性(Security Sensitivity)两大核心维度,从而构建AOI-TS分析框架.选取新能源汽车与量子科技作为典型案例,通过历时性与维度性对比,剖析不同任务属性演变下治理范式分野的触发机制.[研究结论]任务导向型创新的治理效能取决于治理工具与任务属性的动态适配,据此推导出战略策源、应急攻关、产业追赶与前沿探索四类差异化治理模式.案例检验表明,新能源汽车的演进源于"技术路径不确定性收敛"驱动的治理重心整体后移;量子科技则触发了双重环境挤压下的"战略庇护与过程赋能"模式.面对新质生产力发展的客观要求,创新治理亟须实现从结构诊断向精确适配的深刻转型,通过治理方案的动态迭代构筑国家长期科技竞争优势.
[Research purpose]Addressing the tensions in governance effectiveness faced by the new system for mobilizing the resources nationwide in advancing mission-oriented innovation,this study explores how the portfolio of governance tools can achieve precise and dynamic alignment with the inherent attributes of innovation tasks.It aims to provide a sound analytical framework for of China's innovation governance system and the development of new quality productive forces.[Research method]Drawing upon a neo-institutionalist perspective,this study deconstructs supply-side governance behaviors into three core tools:Authority,Organization,and Incentive(AOI).Concurrently,demand-side environmental constraints are dimensionalized into Technological Path Uncertainty and Security Sensitivity(TS),thereby constructing the"AOI-TS"analytical framework.Using new energy vehicles and quantum technology as two typical cases,this study conducts longitudinal and cross-dimensional comparative analyses to dissect the triggering mechanisms of divergent governance paradigms amid evolving task attributes.[Research conclusion]The governance effectiveness of mission-oriented innovation relies on the dynamic alignment between governance tools and task attributes.Accordingly,four distinct governance models are logically deduced:strategic incubation,mission-critical breakthrough,industrial catch-up,and frontier exploration.Case validation reveals that the governance evolution of NEVs is characterized by a downward shift in governance focus driven by the"convergence of Technological Path Uncertainty."In contrast,quantum technology,under the dual constraints of external environment,requires a governance model of"strategic shielding and process empowerment."Confronting the objective imperatives of developing new quality productive forces,innovation governance urgently requires a fundamental paradigm shift from structural orientation to precise adaptation,thereby forging long-term national technological competitive advantages through the dynamic iteration of governance arrangements.
