政策语义驱动的广东省重点领域研发计划绩效评价方法构建OA
Construction of Policy Semantics-Driven Performance Evaluation Method for Guangdong Provincial Key Areas R&D Programs
针对广东省重点领域研发计划绩效评价中存在的主观赋权依赖性强、政策导向量化不足、指标重要性难以客观映射问题,提出一种基于政策语义驱动的广东省重点领域研发计划绩效评价方法.首先,利用自然语言处理(NLP)技术对《广东省重点领域研发计划管理办法(修订)》等官方文件进行核心关键词提取与语义强度分析,将政策语言转化为可量化的重要性证据;其次,依据词汇共现频率和动词强度差异构建层次分析法(AHP)判断矩阵,通过特征值法计算指标权重并实施一致性检验,确保权重结果科学可靠;最后,得到一级指标权重从高到低依次为"项目效益(0.441)>项目产出(0.356)>项目管理(0.138)>项目决策(0.064)",客观反映了"成果导向、效益优先"的政策核心.该方法实现从定性政策要求到定量权重体系的无缝转换,为省级财政科技计划及项目绩效评价提供可复制、可审计的技术路径.
This study addresses critical shortcomings in the performance evaluation of Guangdong provincial key areas R&D programs,namely the strong reliance on subjective weighting,insufficient quantification of policy guidance,and the inherent difficulty in objectively mapping the relative importance of evaluation indicators.To overcome these challenges,the paper proposes a novel policy semantics-driven framework specifically designed for constructing a robust and objective performance evaluation system for these crucial programs.First,natural language processing(NLP)techniques are applied to official policy documents,such as the Administrative Measures for the Guangdong Provincial Key Areas R&D Program(Revised),to extract core keywords and analyze semantic intensity,thereby transforming policy language into quantifiable evidence of indicator importance.Second,an analytic hierarchy process(AHP)judgment matrix is constructed based on word co-occurrence frequencies and differences in verb intensity,with indicator weights calculated using the eigenvalue method and validated through consistency tests to ensure scientific reliability.Finally,the resulting first-level indicator weights,ranks from highest to lowest,are project effectiveness(0.441),project outputs(0.356),project management(0.138),and project decision-making(0.064),objectively reflecting the policy core of"outcome orientation and effectiveness priority".This approach enables a seamless transformation from qualitative policy requirements to a quantitative weighting system,providing a replicable and auditable technical pathway for the performance evaluation of provincial fiscal science and technology programs and projects.
