Risk and Prevention and Control Countermeasures of Scientific Research Project Evaluation:A Case Study of Chongqing Municipality
项目评审是科研项目管理的核心环节,防控评审风险至关重要,特别是在科技评价改革深化和科研"放管服"政策推进的背景下,风险治理成为学术界和政府管理部门的核心议题.而现有基于科研项目评审全流程进行风险分类治理的系统研究相对不足,且缺乏量化验证.作为我国西部重要科技创新中心,重庆市近年来在市级科研项目评审方面不断探索和创新并取得一定成效,有力支撑和引领区域科技创新与产业升级,文章立足重庆市科研项目管理多年实践经验,结合科研项目评审风险识别与治理相关理论及问卷调查法,系统识别并划分出质量、廉政两大类评审风险.其中,廉政风险点主要包括保密制度、匿名性、利益关联和信息系统安全等四方面;质量风险点主要包括评审方式、项目分组、评审标准和专家监管等四方面.进而针对所识别出的两大类科技项目评审风险,从关键环节监督、制约机制构建、数字技术赋能以及"规范-机制-人员-技术"多维防控体系构建等方面提出具体举措建议.
The evaluation of scientific and technological projects is the core link of scientific research project management,while risk assessment in project evaluation is crucial for prevention and control.Especially under the background of deepening reform of scientific and technological evaluation and promoting the policies to streamline administration and delegate power,improve regulation,and upgrade services,risk governance has become a core issue in both academic realm and government administrative departments.However,existing systematic research on risk classification governance based on the entire process of scientific research project evaluation is relatively insufficient,and lacks quantitative validation.Chongqing,a pivotal hub for scientific and technological innovation in western China,has made notable strides in recent years through innovative approaches to municipal-level research project evaluations,and its efforts have not only bolstered regional innovation but also propelled industrial upgrading.In view of this,based on the years of practical experience in Chongqing scientific research project management,combining the theories of risk identification and governance in scientific research project evaluation and the questionnaire survey method,this paper systematically identifies and categorizes two major types of review risks:gross integrity and quality.Among them,the risk points of integrity mainly include the confidentiality system,anonymity,interest association,and information system security;the quality risk points mainly include four aspects of review methods,project grouping,review criteria,and expert supervision.Furthermore,in response to the two major categories of risks identified in the evaluation of scientific and technological projects,specific measures and recommendations are proposed including supervision of critical processes,establishment of restraint mechanisms,digital technology empowerment,and development of a multidimensional prevention and control system encompassing'standards-mechanisms-personnel-technology'.It aims to enhance the standardization and quality efficiency of scientific research project evaluation,and ensure the justice and credibility of scientific research project management.
