在经济新常态背景下,稳就业面临结构性挑战,失业保险稳岗返还政策作为核心调控工具,在系统性稳岗扩岗方面发挥着重要作用.基于2007-2023 年A股非金融类上市企业数据样本,系统考察失业保险稳岗返还政策对企业劳动力雇佣的影响及其机制.结果表明,失业保险稳岗返还政策可以显著提升企业雇佣规模.这一结论经过稳健性检验后依然成立.机制分析表明,失业保险稳岗返还政策通过降低企业劳动要素相对成本以及缓解流动性约束,从而发挥就业促进作用.异质性分析显示,失业保险稳岗返还政策对低财政压力、低社保基金支付压力以及发达地区的中小微型、非国有以及制造业企业的就业促进效应更显著.

Under the background of the new normal of the economy,stabilizing employment is confronted with structural challenges.As a core regulatory tool,the unemployment insurance premium refunds policy plays a significant role in systematically stabilizing and protecting jobs.Based on the data samples of non-financial listed enterprises in the A-share market from 2007 to 2023,this paper systematically examines the impact of the unemployment insurance premium refunds policy on the employment of the enterprise labor force and its mechanism.The results show that the unemployment insurance premium refunds policy can significantly increase enterprises'employment scale.This conclusion remains valid after a robustness test.Mechanism tests demonstrate that the policy promotes employment by reducing the relative cost of labor factors for enterprises and alleviating liquidity constraints.Heterogeneity analysis shows that the policy has a more significant effect on promoting employment in micro,small,and medium-sized enterprises;non-state-owned enterprises;and manufacturing enterprises under low fiscal payment pressure,low social security fund payment pressure,and developed regions.
