中国能源消费与二氧化碳排放双重约束下经济增长尾效研究OA
Growth drag of economic growth under the dual constraints of energy consumption and CO2 emissions in China
文章基于 2000-2019年中国 30个省(区、市)面板数据,以Romer内生增长理论为基础,构建纳入能源消费与CO2 排放的经济增长尾效模型,并引入空间效应构建空间计量模型,测度能源消费与CO2 排放对经济增长的约束强度及空间溢出效应的影响.结果表明:中国 30个省(区、市)的经济增长均不同程度受到能源消费与CO2 排放约束,且以东中部地区为主的多数地区呈高约束特征;遗漏空间效应会高估尾效值,地区间要素流动形成的空间溢出效应可缓解尾效约束.据此,制定能源和环境政策需兼顾区域空间联动和要素流动,实施差异化政策以减轻能源和环境对经济增长的约束.
Energy serves as a cornerstone for the high-quality development of China's economy,yet environmental pollution resulting from excessive energy consumption imposes constraints on economic growth.Based on panel data from 30 provinces,municipalities,and autonomous regions in China from 2000 to 2019,and grounded in Romer's endogenous growth theory,an economic growth drag model incorporating energy consumption and CO2 emissions was constructed.By introducing spatial effects,a spatial econometric model was further established to measure the constraining intensity of energy consumption and CO2 emissions on economic growth as well as the impact of spatial spillover effects.The results showed that the economic growth of all 30 provinces,municipalities,and autonomous regions in China was constrained by energy consumption and CO2 emissions to varying degrees,with most regions,particularly in the eastern and central parts of the country,exhibiting high constraint characteristics.It was also found that omitting spatial effects would lead to an overestimation of the drag value,whereas spatial spillover effects arising from interregional factor flows could alleviate the drag constraint.Accordingly,formulating energy and environmental policies should take into account regional spatial linkages and factor mobility,with differentiated policies implemented to mitigate the constraints imposed by energy and environmental factors on economic growth.
