Comparison of Regional Soil and Water Conservation Monitoring

水土保持区域监测自水利部推行实施以来,仍处于探索发展阶段.现行监测体系呈现同质化倾向,缺乏对区域功能定位、开发强度及扰动机制差异的针对性考虑.本研究以南京江北新区中央商务区与苏南某高新区为案例,对比两开发区区域监测布局、土壤流失特征、监测管理体系,探讨差异化监管模式,提出信用分级、智能监控及分级执法的创新管理策略,以期为不同类型开发区开展水土保持监测提供实践参考.

Since the Ministry of Water Resources implemented regional monitoring of soil and water conservation,the practice remains in an exploratory development stage.The current monitoring system exhibits a tendency toward homogenization,lacking targeted consideration of differences in regional functional positioning,development intensity,and disturbance mechanisms.Taking the Central Business District of Nanjing Jiangbei New Area and a high-tech zone in Southern Jiangsu as case studies,the regional monitoring layout,soil loss characteristics,and monitoring management systems of the two development zones were compared.Differentiated supervision modes were explored,and innovative management strategies including credit classification,intelligent monitoring,and hierarchical law enforcement were proposed.The study is intended to provide a practical reference for carrying out soil and water conservation monitoring in different types of development zones.
