基于电力互替品(SPP)市场框架,聚焦于调节能力市场化问题,对调量交易机制及替量、调量协同竞价方法进行了深入探讨.首先,分析了调节能力市场化的必要性及其理论挑战,指出传统分时交易机制下调节能力未被单独定价且难以量化,表现出显著的负外部性,从根本上制约了新型电力系统调节能力的提升.其次,将电力互替品与调节贡献的形成过程统一归纳为调节需求的生成过程,并提出了调节需求形成模型、系统调节需求曲线的生成方法以及调量交易出清机制.最后,详细阐述了基于调量交易的SPP现货市场协同竞价流程.该流程包括单轮替量交易及多轮次调量交易,每轮均按等微增率准则进行出清,确保过程简单透明.算例分析表明,与传统分时交易机制相比,SPP现货市场在相同场景下购电费用更低,且通过调量交易为系统灵活性提升建立了正向激励机制.
Based on the framework of substitute power product(SPP)market,this paper focuses on the marketization of regulation capacity and conducts in-depth exploration of the regulating energy trading mechanism and the coordinated bidding method for substitute energy and regulating energy.Firstly,the necessity and theoretical challenges in regulation capacity marketization are analyzed.It is pointed out that under the traditional time-of-use trading mechanism,the regulation capacity is neither separately priced nor easily quantifiable,exhibiting significant negative externalities,which fundamentally constrains the enhancement of regulation capacity in new power systems.Secondly,the formation processes of substitute power products and regulation contributions are unified and summarized as the generation process of regulation demand.A regulation demand formation model,a method for generating system regulation demand curves,and a regulating energy trading clearing mechanism are proposed.Finally,the coordinated bidding process of the SPP spot market based on regulating energy trading is elaborated in detail.This process includes single-round substitute energy trading and multi-round regulating energy trading,with each round cleared according to the equal incremental rate criterion,ensuring the process is simple and transparent.Case studies show that,compared with the traditional time-of-use trading mechanism,the SPP spot market achieves lower electricity purchase costs in the same scenarios and establishes a positive incentive mechanism for system flexibility enhancement through regulating energy trading.
