西北地区新型储能发展面临的关键问题及建议OA
Key Issues and Suggestions for Development of New Energy Storage in Northwestern China
在"双碳"目标背景下,新型储能作为支撑可再生能源高效利用的重要技术之一,是构建新型电力系统的关键环节.然而,投资成本高、回报周期长以及使用率低等问题阻碍了其更广泛的应用.中国西北地区新型储能的规模增速显著,故也较早遇到了一系列具有代表性的挑战.为此,文中系统梳理了西北地区新型储能的布局情况、收益来源及现行相关市场规则等建设与政策现状,深入分析面临的实际问题.围绕发电侧、电网侧、用户侧等多环节储能成本疏导难题,在"初期靠补偿,远期靠市场"的发展思路下,提出了优化补偿政策、完善市场机制、创新商业模式等解决途径和政策建议,为未来新型储能规模化发展提供新的思路和有益参考.
Under the goals of"carbon emission peaking and carbon neutrality",new energy storage has emerged as a crucial technology for enhancing the efficient utilization of renewable energy and plays a key role in constructing the new power system.However,challenges such as high investment costs,long payback periods,and low utilization rates have hindered its broader adoption.The rapid expansion of new energy storage in Northwestern China has also introduced a series of representative challenges.Therefore,this paper systematically reviews the current state of development and policies related to new energy storage in Northwestern China,including its layout,revenue sources,and existing market rules,while making in-depth analysis on practical issues.Addressing the challenges of cost allocation across multiple sectors,including the power supply side,power grid side,and power consumer side,this paper proposes solutions and policy recommendations under the development framework of"initial reliance on compensation,long-term reliance on the market",which include optimizing compensation policies,improving market mechanisms,and innovating business models.The study of this paper are expected to provide new insights and valuable references for the future large-scale development of new energy storage in China.
