湖南省健康乡村建设中多方协同治理模式探析OA

The construction of healthy villages is an important measure to improve comprehensively the health level of residents in rural areas,which is a specific practice of The Healthy China Initiative in rural areas.Based on the theory of governance network,motivation theory and outcome-oriented governance,this paper analy-zes in depth the practice of multi-stakeholder collaborative governance in the construction of healthy villages in Hu-nan Province.Through the systematic study of three typical models in Hunan Province,including administrative-led medical synergy,community-autonomous health care network,and digitally empowered grid governance,the paper reveals the operation mechanism,effectiveness characteristics and evolution trend of multi-stakeholder col-laborative governance.While the construction of healthy villages in Hunan Province has achieved remarkable re-sults,it is still facing some challenges such as limited capacity for collaboration,misalignment of interest goals,and imbalance in resource allocation.Building a systematic solution for a well-defined framework of rights and re-sponsibilities,innovating mechanism for incentive compatibility,and optimizing resource allocation models has im-portant theoretical guidance and practical reference value for promoting the construction of healthy villages.
