China's oil and gas sector has long been plagued by a high degree of external dependency,which poses increasingly salient challenges to national energy security.As authoritative carriers of core geological parameters and crucial development expertise,exploration and development archives of oil and gas fields are pivotal to safeguarding national energy security,rendering the efficiency of their management and their secure utilization issues of paramount significance.Empirical research indicates a pronounced inherent contradiction between the dual goals of"confidentiality and security"and"efficient utilization"in the management of such specialized archives.Moreover,these archives are distinguished by their high strategic value,stringent confidentiality requirements and intense specialization,as they encompass both corporate commercial secrets and information bearing on national strategic energy security.To resolve this paradox,this study proposes an integrated full-lifecycle document management system underpinned by the three pillars of"platform,service and intelligence".Through business process reengineering and technological empowerment,the system realizes closed-loop management covering the entire lifecycle of archives from their generation through formal documentation to authorized utilization.Equipped with built-in dynamic security control mechanisms,it strengthens fine-grained authority management and drives the transformation toward knowledge-intensive services.By guaranteeing robust information security,the system substantially elevates the utilization efficiency of archival resources and enhances their value mining capacity.This approach not only provides a practical path for oil and gas enterprises to shift from a passive"data custodianship"model to a proactive"knowledge-enabled"management paradigm,but also delivers critical support for information assurance of national energy security strategy.
