Key planning elements for the scale and layout of irrigation district projects
灌区工程是保障国家粮食安全和特色农产品供给、推进乡村全面振兴的重要基础设施.围绕灌区工程设计中需重点关注的工程规模与布局问题,本文聚焦灌区范围与灌溉面积确定、水资源供需分析与配置方案、水源方案论证3个关键环节,从资源本底调查、"以水定地"框定及多因素叠加分析阐述了灌溉范围划定要点;从优先选择基本农田、统筹农村供水、逐片论证灌溉面积、保障可持续运行等方面提出了灌溉面积选取建议;从需水预测强调精准与全面性、供水分析注重可靠性与动态匹配、水资源配置体现多源性与优化安排等方面总结了水资源供需分析要点;从水源维度上统筹地表水、地下水、非常规水、外调水等多水源开发利用与保护,用户维度上协调农业与生态、生活、工业等多行业用水需求与优先次序,空间维度上优化灌区内部及跨区域水资源调配,时间维度上实现年际、年内水资源高效调控等方面,提供了灌区水资源配置方案解决思路;最后从处理好"近水"与"远水"、"高水"与"低水","新水"与"旧水"、"分散"与"集中"的关系等方面归纳了灌区水源论证要点,旨在为构建规模适宜、配置高效、水源可靠的现代化灌区提供一套清晰、严谨的技术路径与决策支持,为灌区工程的科学规划与建设提供理论参考和实践指导.
As critical agricultural infrastructure,irrigation districts support the national strategy of rural revitalization by safeguarding national food security and ensuring the supply of specialty agricultural products.This paper focuses on the key issue of project scale and layout in irrigation district design,with analysis on the scoping and sizing of irrigation areas,water supply-demand analysis and allocation scheme,and water source assessment for project feasibility.In this study,the key considerations in irrigation area scoping are established based on baseline resource surveys,the rule of"defining land by water",and a multi-factor overlay analysis.Criteria are also suggested for the selection of irrigation area sizes,including prioritizing prime farmland while accommodating rural drinking water needs,feasibility assessment for each sub-area,and ensuring sustainable operation.Key points of water supply-demand balance analysis are proposed in this paper,highlighting precise and comprehensive demand forecasting,reliable and dynamically matched supply assessment,and diversified,optimized water allocation.In such an approach,the paper illustrates a multidimensional allocation mode.By source,it helps coordinate the development,utilization,and protection of surface water,groundwater,non-conventional water resources,and transferred water.By user,it balances demands and priorities across agriculture,ecology,domestic use,and industry.By space,it optimizes allocation within irrigation districts and across regions;and by time,it achieves efficient regulation of water resources between and within years.Finally,the key points of water source demonstration are summarized from the perspective of handling the relationships between local and distant sources,elevation-dependent supply options,new and old water,as well as distributed and centralized supply models.The current study aims to offer a clear,rigorous technical pathway and decision-support framework for building modern irrigation districts with appropriate scale,efficient allocation,and reliable water sources.It contributes theoretical insights and practical guidance for the scientific planning and construction of irrigation projects.
