河湖库感知管理一体化体系建设研究初探OA

A preliminary study on the construction of an integrated perception-management system for rivers,lakes,and reservoirs

随着全球极端天气事件频发和水旱灾害事件增多,河湖库生态环境保护治理需求日益增加.传统监测存在的"信息孤岛"问题也日益凸显,无法满足现代水利治理体系的需要.为解决传统水利监测碎片化问题,提高国家对各水利要素的系统感知和管理决策能力,亟须构建和完善感知管理一体化体系.系统回顾了我国水利监测的发展历程,总结了当前全面推进江河保护治理和数字孪生水利建设的要求,重点分析了感知管理一体化体系建设在流域水旱灾害防治、水资源节约集约利用、水生态保护与修复、水环境治理与预警、水文化保护与传承、完善保护治理机制等六方面的需求.结合河湖库感知管理一体化体系的内涵与目标,详细介绍了"天空地水工"多源监测感知技术,以及一体化体系在构建全流域感知网络、健全数据管理、赋能智慧水利业务应用、强化保障支撑能力等方面的建设思路.结合新兴技术的发展趋势,对一体化体系面临的挑战和发展趋势进行了展望,以期为构建高效、智能的河湖库保护治理体系提供方法参考,为智慧水利的实现提供理论支撑.

With the frequent occurrence of extreme weather events worldwide and the increase in flood and drought disasters,the demand for ecological protection and management of rivers,lakes,and reservoirs is growing.The"information silo"problem in traditional monitoring has also become increasingly prominent,which cannot meet the needs of the modern water conservancy governance system.To address the fragmentation of traditional water conservancy monitoring and improve the national capacity for systematic perception and management decision-making of various water elements,there is an urgent need to construct and improve the integrated perception-management system.The development history of water conservancy monitoring in China is systematically reviewed,and the current requirements for comprehensively advancing river protection and management as well as digital twin water conservancy construction are summarized.The requirements for the construction of the integrated perception-management system in six aspects,including basin flood and drought disaster prevention and control,economical and intensive water resource utilization,water ecological protection and restoration,water environment management and early warning,water culture protection and inheritance,and improvement of protection and governance mechanisms,are analyzed with focus.Combining the connotation and objectives of the integrated perception-management system for rivers,lakes,and reservoirs,the"space-air-ground-water-project"multi-source monitoring and perception technologies are introduced in detail,along with the construction ideas for the integrated system in terms of building a basin-wide perception network,perfecting data management,empowering smart water conservancy business applications,and strengthening security and support capabilities.In combination with the development trends of emerging technologies,the challenges and development trends facing the integrated system are prospectively discussed to provide methodological references for building an efficient and intelligent river,lake,and reservoir protection and management system,and to provide theoretical support for the realization of smart water conservancy.
