数智赋能的人水和谐新范式探究与实践OA
Practice and exploration of a new paradigm for human-water harmony empowered by digital intelligence:a case study of the digital-intelligence Mulan River
从敬畏顺应到智能协同,人水关系的演进本质是人类对水的认知能力、调控能力与尊重程度的同步提升."数智"的价值不仅在于技术创新,更在于升级为数据驱动的精准调控,将历史"流域共治"的理念通过数智平台实现全域协同.本文系统分析了人水和谐发展历程,提出了数智赋能的人水和谐新范式,从技术落地、机制创新、价值体现三个层面破解人水关系协调难题,优化人机互动体验,实现人、水、机交互融合,最终达到重构人、水、机共生关系以及人水和谐共生的流域治理目标.以福建省木兰溪流域为例,从宏观尺度、中观尺度、微观尺度提出了构建木兰溪水情感知"四预"智能体、多目标协同调度智能体、全民参与治理智能体、生态保护适配智能体,结合多智能体协同机制、人机协同校验机制等机制体制建设,打造具有自主感知、研判、决策、协作、执行、反馈功能的"数智木兰溪",达到"人懂水、水惠人、机助和"的理想状态,以期为全球流域人水共生治理提供智能协同的木兰溪样板.
The evolution of the human-water relationship,from reverence and adaptation to intelligent synergy,fundamentally reflects the parallel enhancement of humanity's cognitive ability,regulatory capacity,and level of respect for water.The value of"digital intelligence"extends beyond technological innovation.It lies in its evolution into data-driven,precise regulation.It translates the historical philosophy of"basin-wide co-governance"into practice through digital-intelligent platforms,enabling holistic and coordinated management.This paper systematically analyzes the progression toward human-water harmony and proposes a new digital-intelligence empowered paradigm.This paradigm addresses the challenges of coordinating the human-water relationship across three dimensions:technological implementation,institutional innovation,and value realization.It aims to optimize human-computer interaction,achieve seamless integration among humans,water,and machines,and ultimately reconstruct their symbiotic relationship,fulfilling the watershed governance goal of human-water harmony.Taking the Mulan River basin in Fujian Province as an example.Intelligent agents have been proposed across macro-,meso-,and micro-scales:the water status perception and"four pre"(forecasting,early-warning,rehearsal,and contingency planning)intelligent agent,the multi-objective coordinated scheduling intelligent agent,the whole-society participation in governance intelligent agent,and the ecological protection adaptation intelligent agent.These are integrated with institutional mechanisms such as the multi-agent collaboration mechanism and the human-machine cooperative verification mechanism,aiming to build a"digital-intelligent Mulan River"system with autonomous capabilities in perception,analysis,decision-making,collaboration,execution,and feedback.The ultimate goal is to achieve the ideal state of"humans understanding water,water benefiting humans,and machines facilitating harmony",thereby offering a replicable model of intelligent synergy,the Mulan River Sample,for global watershed governance focused on human-water symbiosis.
