黑河流域自2000年开始实施干流水量统一调度与管理.在实施黑河水量统一调度与生态保护治理中,水利部黄河水利委员会黑河流域管理局以习近平总书记"节水优先、空间均衡、系统治理、两手发力"治水思路为指引,把绿水青山就是金山银山理念融入流域生命共同体建设,形成"行政主导、法治保障、经济激励、工程基础、科技支撑"五位一体综合治理体系.行政层面,确立了流域管理与区域管理相结合的管理体制和行政首长负责制;法治层面,初步形成了以国家相关水法律法规为基础、以专门管理办法为核心、以地方配套规定为补充的法治框架;经济层面,进行了水权制度改革和甘肃省内生态补偿试点工作;工程层面,发挥黄藏寺水利枢纽龙头作用,配合实施河道疏浚与归束工程、生态闸坝、围栏封育等生态系统功能提升工程;科技层面,研发黑河水量调度模拟与决策支持系统,创新实施"冬春接续"调水模式.在一系列黑河干流水量统一调度的创新实践下,黑河生态流量全部达标,下游水量显著增多,生物多样性恢复成效显著,经济社会效益共赢.未来建议通过科技、制度与政策等多方面的持续创新,推动黑河保护治理工作迈上新台阶.

The Heihe River basin initiated the integrated regulation and management of mainstream water volume in 2000.In the implementation of integrated water regulation and ecological protection and governance of the Heihe River,the Heihe River Bureau guided by President Xi Jinping's water governance principles of"prioritizing water conservation,balancing spatial distribution,taking systematic approaches and promoting government-market synergy",has integrated the concept of"lucid waters and lush mountains are invaluable assets"into the construction of the basin's community of life,forming a"five-in-one"integrated governance system of"administrative leadership,legal guarantee,economic incentives,engineering foundation,and technological support".At the administrative level,a management system combining basin management with regional management and a system of responsibility for administrative heads have been established;at the legal level,a legal framework based on relevant national water laws and regulations,with special management measures as the core and local supporting regulations as supplements,has initially taken shape;at the economic level,water rights system reform and pilot ecological compensation work in Gansu Province have been carried out;at the engineering level,the leading role of the Huangzangsi Water Control Project has been brought into play,and ecological system function enhancement projects such as river dredging and bundling projects,ecological sluices and dams,and fencing enclosures have been implemented in coordination;at the technological level,the Heihe River water regulation simulation and decision support system was developed,and the"winter-spring continuous"water transfer mode was innovatively implemented.Under a series of innovative practices of integrated water regulation in the Heihe River mainstream,all ecological flow targets have been met,downstream water volume has increased significantly,biodiversity restoration effectiveness is remarkable,and win-win economic and social benefits have been achieved.It is recommended to promote the protection and governance of the Heihe River to a new level through continuous innovation in science and technology,systems,and policies in the future.
