宁夏水资源统一调度机制探索与对策研究OA
Exploration and suggestions for integrated regulation of water resources in Ningxia
水资源统一调度是落实"空间均衡"的关键举措.为缓解宁夏回族自治区水资源短缺与经济社会高质量发展需求之间的矛盾,贯彻"四水四定"及水资源刚性约束制度要求,本研究系统分析了宁夏水资源调度现状及面临的关键问题,结合水资源刚性约束制度下的调度实践,创新构建了"纵向贯通、横向协同"矩阵式协同治理和统一调度模式.该模式通过构建全口径统一调度体系、完善四级调度组织架构、创新多级协同调度运行机制及健全五大协同机制,在水资源统一调度方面进行了有效探索,取得显著成效.针对当前宁夏水资源统一调度存在的不足,提出以下对策建议:以"联网、补网、强链"为导向夯实国家水网工程基础,以"权责清晰、执行有力"为目标完善协同监管体系,以"精准计量、数据真实"为核心突破监测瓶颈,以"数字孪生、智慧决策"为方向构建统一调度智慧中枢,提高水资源统一调度管理能力和水平.
Integrated water resource regulation is a key initiative for implementing the principle of"spatial equilibrium".To mitigate the conflict between water scarcity and high quality socioeconomic development in Ningxia and to enforce the rigid constraints of defining city,land,population,and production by water,this study systematically analyzed the current status and key challenges of water resource regulation in Ningxia.Drawing on regulatory practices under the rigid water resource constraint system,it innovatively constructed a matrix based collaborative governance and unified regulation model characterized by"vertical integration and horizontal coordination".This model has conducted effective exploration in integrated water resource regulation by establishing a comprehensive unified regulation system,improving a four level regulatory organizational structure,innovating a multi level collaborative operational mechanism,and strengthening five major coordination mechanisms,achieving notable results.In light of existing shortcomings in Ningxia's integrated water resource regulation,countermeasures and suggestions were proposed:strengthening the foundation of the national water network project with a focus on"network interconnection,gap filling,and chain reinforcement";improving the collaborative supervision system with the goal of"clear responsibilities and effective enforcement";overcoming monitoring bottlenecks by prioritizing"accurate measurement and reliable data";building a smart regulation center oriented toward"digital twins and intelligent decision making",so as to enhance the capacity and level of integrated water resource regulation and management.
