香港三面环海的独特自然条件使其水文情势极易受气候条件影响,加上多年来经济社会快速发展带来的高强度用水需求,香港水资源供需矛盾尤为突出,迫切需要加强现代化供水体系建设,以供水安全高质量保障推动经济社会高质量发展.近年来,香港通过工程建设、水质管控、技术迭代和制度创新,依托全港17座主要蓄水水库、184座泵站、18座水厂及环状供水管网,逐步形成以本地集水为基础、跨境调水为主体、非常规水源为补充的多源供水格局和现代化供水体系,实现了"源头—输水-制水—配水"全过程高标准水质监测和风险防控.实践证明,该体系显著提升了香港供水安全水平,为支撑香港长期繁荣稳定提供了重要水安全保障,也为粤港澳大湾区深化水资源协同治理、推动区域高质量发展注入了持久动力,尤其东江水供港这一历史性举措更是在过去60年间为香港带来源源不断的"生命水、政治水、经济水",生动诠释了"一国两制"基本国策的显著制度优势和强大生命力,其经验对全球滨海高密度城市应对气候变化下水资源挑战具有重要借鉴意义.

The unique natural condition of Hong Kong,being"surrounded by the sea on three sides",determines that its hydrological situation is highly susceptible to climatic conditions.Coupled with the high-intensity water demand resulting from rapid economic and social development over the years,the contradiction between water supply and demand in Hong Kong is particularly prominent.There is an urgent need to strengthen the construction of a modern water supply system to drive the high-quality economic and social development through high-quality assurance of water supply security.In recent years,through engineering construction,water quality control,technological iteration,and institutional innovation,Hong Kong has gradually formed a multi-source water supply pattern and a modern water supply system with"local water collection as the foundation,cross-border water diversion as the mainstay,and unconventional water sources as a supplement",relying on a circular water supply network composed of 17 major reservoirs,184 pumping stations,and 18 water treatment plants across the territory.This system has achieved high-standard water quality monitoring and risk prevention and control throughout the entire process of"source,water conveyance,water treatment,and water distribution".Practice has proven that this system has significantly enhanced the level of water supply security in Hong Kong,providing crucial resource support for sustaining its long-term prosperity and stability.It also injects enduring impetus into the deepening of collaborative water resource governance in the Guangdong-Hong Kong-Macao Greater Bay Area and the promotion of high-quality regional development.In particular,the historic measure of supplying water from the Dongjiang River to Hong Kong has,over the past six decades,brought a continuous flow of"water of life,political water,and economic water"to the city,vividly demonstrating the remarkable institutional advantages and strong vitality of the fundamental national policy of One Country,Two Systems.Its experience holds significant reference value for coastal high-density cities worldwide in addressing water resource challenges under climate change.
