山洪灾害具有突发性强、破坏力大、灾害链复杂等特点,严重威胁人民群众生命财产安全与社会稳定.浙江省山地丘陵广布、汛期降雨集中,属山洪高发区域.近年来极端天气事件频发,叠加人类社会经济活动扰动,致灾因子呈现多元扩散态势,山洪灾害防御难度不断加大.浙江省通过构建"三道防线"立体化监测网络和多阶递进式预警体系,提升预警精度时效,强化基层预警避险能力建设,有效提升了山洪灾害防御能力.分析了新形势下浙江山洪防御预警提前量、防御单元、监测稳定性、责任衔接、基层能力等存在的不足和挑战,并提出优化监测站网布局、提升极端降雨捕捉能力,强化风险动态识别、扩大预警覆盖范围,迭代预警模型算法、提升预报预警精准度,完善群测群防体系、打通预警"最后一公里",加强科技支撑研究、推进预警技术迭代等方面的对策举措.通过对浙江省山洪灾害监测预警体系建设的梳理和分析思考,可为我国其他地区山洪灾害防御体系建设完善提供有益借鉴.

Flash flood disasters are characterized by strong suddenness,great destructiveness and complex disaster chains,severely threatening the safety of people's life and property as well as social stability.Featuring an extensive coverage of mountains and hills and concentrated rainfall in flood seasons,Zhejiang Province is an area with high incidence of flash floods.In recent years,frequent extreme weather events,coupled with disturbances from human social and economic activities,have caused a diversified and diffused trend of disaster-causing factors,making the prevention and control of flash flood disasters increasingly difficult.To this end,Zhejiang Province has effectively improved its capacity of preventing flash floods by constructing a three-dimensional monitoring network of"three lines of defense"and a multi-stage progressive early warning system to enhance the accuracy and timeliness of early warnings,and strengthen the construction of grassroots early warning and risk avoidance capabilities.This paper analyzes the deficiencies and challenges in the lead time of early warning,defense units,monitoring stability,responsibility connection and grassroots capabilities of flash floods in Zhejiang Province under new situations.Additionally,it proposes corresponding countermeasures from the following five aspects.The layout of monitoring station networks should be optimized to improve the capability of capturing extreme rainfall,dynamic risk identification should be strengthened to expand the coverage of early warnings,and early warning models and algorithms should be iterated to enhance the forecasting and early warning accuracy.Meanwhile,it is necessary to improve the mass monitoring and prevention system to achieve the full coverage of early warnings at the grassroots level,and strengthen research on scientific and technological support to promote the iteration of early warning technologies.By sorting out and reflecting on the construction of flash flood monitoring and early warning systems in Zhejiang Province,this paper can provide a useful reference for improving flash flood prevention systems in other regions of China.
