高职院校在东盟国家境外办学的关键影响因素研究OA

Research on the Key Influencing Factors of Higher Vocational Colleges Running Schools Overseas in ASEAN Countries

东盟是职业教育对外开放的先行区,探寻高职院校在其境外办学的关键影响因素是促进职业教育"走出去"、提升职业教育国际影响力的重要举措.通过对高职院校在东盟国家境外办学典型案例的扎根理论分析,构建影响因素体系,采用DEMATEL模型识别关键影响因素,采用ISM模型探讨各因素间的层级结构及作用机理.结果显示:高职院校在东盟国家境外办学受到主体、资源、制度、环境4个维度18个因素的协同影响,有11个因素是关键影响因素:院校需求意愿、国际化师资和校企协同机制3个因素是表层因素,起直接影响作用;企业需求意愿、文化亲缘性等5个因素是中层因素,起间接影响作用;国家政策支持体系、国际关系稳态和经济产能互补3个因素是深层因素,起根本影响作用.基于此,高职院校在东盟国家境外办学的优化路径是:要以服务中资企业技术人才需求驱动主体意愿,以建设国际化师资夯实资源基础,以健全政策支持体系完善制度建设,以文化交流沟通优化生态环境.

ASEAN countries are prior objects for the strategy of Opening to the outside world in vocational education.Exploring the key influencing factors of higher vocational colleges running schools overseas in ASEAN countries serves as a powerful measure to promote the"going global"and enhance the international influence of Chinese vocational education.The study first constructs an influencing factor system through grounded theory analysis of typical cases of higher vocational colleges running schools overseas in ASEAN countries,then employs the DEMATEL model to identify key influencing factors and uses the ISM model to explore hierarchical structures among these factors.The results show that higher vocational colleges running schools overseas in ASEAN countries are influenced by 18 factors across 4 dimensions:institution,resource,regulatory and environment.Among these,11 factors are identified as key influencing elements.Specifically,institutional demand willingness,international faculty,and school-enterprise collaboration mechanisms are surface-level factors,exerting direct influences;enterprise demand willingness,cultural affinity,and three other factors are middle-level factors,producing indirect influences;the national policy support system,stability of international relations,and economic production capacity complementarity are deep-level factors,exerting fundamental influences.Based on these findings,recommendations are proposed:driving institutional willingness through serving the technical talent needs of Chinese enterprises,strengthening resource foundations by building international faculty teams,improving institutional frameworks through comprehensive policy support systems,and optimizing ecological environments through cultural exchanges and communication.
