[目的]为推进我国新型储能系统标准化、规范化建设提供方向性参考与策略依据,十分有必要评估现有储能系统标准的完整性与适用性,识别标准体系中的现存优势与不足之处,厘清行业发展趋势与新技术对标准化提出的具体需求.[方法]研究并构建了涵盖基础通用、性能要求、通信功能、测试与试验、安全要求5个方面的储能系统标准框架;系统对比了国内外储能系统相关标准;重点分析了近年来发布的关键技术标准,辨析其异同并进行了深入解读;最后,基于现状分析,对行业重点领域提出了标准建设的战略规划.[结论]目前国内储能标准体系建设已初步形成覆盖主要技术环节的架构,并在基础通用与性能要求等方面较为完善.然而,在通信协议、消防安全规范等方面仍存在标准缺失或协调不足的问题.此外,不同标准间关键技术指标尚存差异,制约了储能系统规模化应用的规范性与互操作性.

[Objectives]In order to provide directional reference and strategic basis for promoting the standardization and normative development of new energy storage systems in China,it is necessary to evaluate the completeness and applicability of existing energy storage system standards,identify the advantages and deficiencies within the current standard system,and clarify specific standardization requirements arising from industrial development trends and emerging technologies.[Methods]First,a standard framework for energy storage systems is developed,encompassing five domains:fundamental and generic standards,performance requirements,communication functions,testing and experimentation,and safety requirements.Second,relevant energy storage system standards from both domestic and international sources are systematically compared.Subsequently,key technical standards issued in recent years are analyzed with a focus on discerning their similarities and differences,followed by an in-depth interpretation.Finally,based on the analysis of current status,a strategic roadmap for standard development in key industrial sectors is proposed.[Conclusions]Currently,the development of China's energy storage standard system has preliminarily established a framework covering major technical aspects,which is relatively well-developed in areas such as fundamental and generic standards as well as performance requirements.However,deficiencies such as a lack of standards or insufficient coordination persist in areas including communication protocols and fire safety regulations.In addition,discrepancies in key technical indicators among different standards remain,constraining the standardization and interoperability of energy storage systems in large-scale applications.
