云南九大高原湖泊保护治理面临的挑战与对策OA

受气候变化、环境条件和人类活动持续加剧等多因素影响,云南高原湖泊均面临着不同程度的水资源短缺、水环境污染、水生态系统退化与功能性破坏等问题.30多年来九湖保护治理经历了"以滇池为主到九湖协同,从点源控制到点面源综合治理,从'就湖论湖'到'山水林田湖草'生命共同体,从'一湖之治'到'流域之治'的系统性转变",在建立健全政策法规与管理体系的基础上,通过综合治理、系统治理与源头治理,泸沽湖、抚仙湖水质优良,洱海水质保持良好,滇池草海、阳宗海、程海水质改善显著,滇池外海、星云湖实现脱劣,杞麓湖、异龙湖水质改善趋势明显,九湖保护治理成效显著.基于九湖的特殊性和脆弱性,较为系统地识别出:目前仍面临小流域涵养大水体、蒸发浓缩效应日益放大、藻源性污染日益突出、以水资源为龙头的健康水循环体系尚未形成、湖泊保护与区域发展失衡等主要问题与挑战;并有针对性地提出,依托云南高原立体水网空间布局,科学构建流域健康水循环体系,大力推动农田退水净零排放与藻源性内负荷污染防控技术等措施建议,以助力高原湖泊保护与区域经济社会高质量协同发展.

Driven by the compounding effects of global climate change,natural environmental factors,and intensify-ing human activities,the nine major plateau lakes in Yunnan Province collectively face challenges of water scarcity,water pollution,and degradation/destruction of aquatic ecosystems to varying degrees.Over the past three decades,conservation strategies for these nine lakes have undergone a fundamental shift:from a singular focus on Lake Dian-chi to integrated management of all nine,from point-source control to comprehensive mitigation of both point and non-point sources,and from a lake-centric approach to a holistic strategy that embraces the entire watershed as a life community.Supported by strengthened policies and governance frameworks,the implementation of integrated mea-sures has yielded significant results.Lakes Lugu and Fuxian maintain excellent water quality,Lake Erhai remains in good condition,and clear improvements are observed in Lakes Dianchi(Caohai),Yangzong,and Chenghai.Nota-bly,Lake Dianchi(Waihai)and Lake Xingyun have been upgraded from inferior water quality,while positive trends are seen in Lakes Qilu and Yilong.Despite these achievements,the inherent vulnerability of these lakes presents ongoing challenges,including the mismatch between small watersheds and large water bodies,amplifying evaporation-concentration effects,growing algal-derived pollution,the absence of a health-oriented water cycle system,and imbalances between conservation and regional development.To address these issues,we propose lever-aging the three-dimensional water network of the Yunnan-Guizhou Plateau to construct robust watershed water cycle systems,promote net-zero discharge of agricultural wastewater,and develop technologies for controlling endogenous algal loads.These strategies are essential for fostering the synergistic and sustainable development of both the plateau lake ecosystems and the regional socio-economy..
