高素质农民群体是推动乡村振兴战略、农业农村现代化转型及农业新质生产力发展的关键力量,教育培训在高素质农民培育中占据核心地位.当前,教育融合理念在高素质农民培育政策中备受关注.本文以在教育融合模式应用方面起步较早的天津市为研究对象.使用天津市教育科学规划课题的调查数据,构建AHP-FCE模型进行实证分析.结果表明,天津市高素质农民培育教育融合模式整体表现较好,但在教育融合模式宣传力度、资金支持力度、考核制度、学员学习态度、课堂情况、教育融合模式未来规划等方面仍存在问题.基于此,提出优化资源供给、构建资源整合共享机制;遵循需求导向型课程设计原则;建立层级化高素质农民资格认证体系;着眼长远规划、聚焦大学生群体需求等政策建议,以期助力高素质农民队伍的高质量建设.

The group of high-quality farmers serves as a pivotal force in advancing the rural revitalization strategy,modernizing agriculture and rural areas,and developing new agricultural productive forces.Education and training occupy a central position in cultivating this cohort.Currently,the concept of educational integration garners significant attention within policies for nurturing high-quality farmers.This study examines Tianjin Municipality,which pioneered the application of educational integration models.Utilizing survey data from Tianjin's educational science planning project,an AHP-FCE model was constructed for empirical analysis.Results indicate that Tianjin's educational integration model for cultivating high-quality farmers demonstrates overall effectiveness,yet challenges persist in areas such as promotional efforts,funding support,assessment systems,learner attitudes,classroom dynamics,and future planning.Based on these findings,this paper proposes policy recommendations to enhance the high-quality development of the high-quality farmer workforce.These include optimizing resource allocation and establishing a resource integration and sharing mechanism;adhering to demand-driven principles in curriculum design;creating a tiered certification system for high-quality farmers;and focusing on long-term planning while addressing the needs of the university student population.
