Strategic Thinking and Path Selection for the Formulation of the"15th Five-Year Plan"for Agricultural Universities
"十五五"时期既是我国全面建设社会主义现代化国家的关键五年,也是农业高校赋能农业强国建设、实现自身高质量发展的战略机遇期.本文立足于习近平总书记关于"十五五"规划编制的重要指示精神和党的二十届四中全会部署,聚焦农业高校办学实际,从提高政治站位、坚持目标导向、强化系统思维三个维度,系统探讨了农业高校编制"十五五"规划的战略意义、重点任务与实施路径.研究提出,农业高校应紧扣服务国家战略和区域发展需求,着力构建教育、科技、人才一体化发展的体制机制,以高水平规划优化战略布局、破解机制障碍、彰显特色优势,为推进农业高校高质量发展和教育强国、农业强国建设提供坚实支撑.
The period of the"15th Five-Year Plan"is a critical five-year phase for China in comprehensively building a modern socialist country.It also represents a strategic window for agricultural universities to contribute to the strengthening of the agricultural nation and achieve their own high-quality development.Grounded in the important directives of the General Secretary Xi Jinping regarding the formulation of the"15th Five-Year Plan"and the decisions of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China,this study focuses on the practical aspects of agricultural higher education.It systematically explores the strategic significance,key tasks,and implementation pathways for agricultural universities in formulating the"15th Five-Year Plan"from three dimensions:enhancing political stance,adhering to goal orientation,and strengthening systematic thinking.The study proposes that agricultural universities should closely align with the needs of national strategies and regional development,and strive to establish mechanisms that integrate education,technology,and talent development.Through high-quality planning,they can optimize strategic layouts,address institutional barriers,and highlight distinctive strengths,thereby providing solid support for the the high-quality development of agricultural universities and building China into a leading educational and agricultural nation.
