Environmental Public Service Capacity,Population Development Scale and Economic Development Scale
实现环境公共服务能力与人口、经济规模相适应是当前美丽中国先行区建设的标志性政策指向.本研究基于2013-2022 年的省域面板数据构建环境公共服务能力、人口发展规模与经济发展规模三元系统耦合协调模型,从"时间+空间"视角分析其耦合发展趋势和地域异质特征.研究显示,我国各省环境公共服务能力与经济发展规模持续提升,而人口发展规模呈下降趋势;三者构成的系统整体耦合协调性虽呈波动上升态势,但增长速率较低,且区域间差异显著、两极化趋势加剧.进一步分析发现,环境公共服务能力与经济发展规模之间的协调程度仍然较弱,尚未实现良性耦合;而人口与经济发展规模的空间匹配较好,是促进三系统协调发展的关键.未来要以建设美丽中国为目标导向,持续提升"环境服务—人口分布—经济活动"的空间适配效率,重点突破环境公共服务能力—人口发展规模、环境公共服务能力—经济发展规模两类二元系统的协同困境.
Realizing that the capacity of environmental public services is commensurate with the population and economic scale is a key policy orientation for the construction of the pilot zone of a beautiful China.This study constructs a trivariate system coupling and coordination model of environmental public service capacity,population development scale and economic development scale based on provincial panel data from 2013 to 2022,and analyzes its coupling development trend and regional heterogeneity from the perspective of"time+space".The research shows that the environmental public service capacity and economic development scale of all provinces in China have continued to increase,while the population development scale has shown a downward trend.Although the overall coupling and coordination of the system composed of the three has shown a fluctuating upward trend,the growth rate is low,and the regional differences are significant,with the polarization trend intensifying.Further analysis reveals that the coordination degree between environmental public service capacity and economic development scale is still weak,and a benign coupling has not been achieved;while the spatial matching between population and economic development scale is relatively good,which is the key to promoting the coordinated development of the three systems.In the future,with the goal of building a beautiful China,it is necessary to continuously improve the spatial matching efficiency of"environmental services-population distribution-economic activities",and focus on breaking through the coordination dilemmas of the two binary systems of environmental public service capacity-population development scale and environmental public service capacity-economic development scale.
