标准锚定与困局纾解:农村公共体育服务治理审视OACHSSCD

The modernization of rural public sports service governance is an inevitable requirement for the construction of basic public service system and the implementation of Rural Revitalization Strategy.Using the methods of literature review,case analysis and network survey,this study analyzes the logic and dilemmas of rural public sports service governance from the perspective of national basic public service standards,and puts forward countermeasures,aiming to provide references for the construction of a higher level of rural public sports service system.It shows that the national basic public service standards promote the transformation of rural public sports service governance from the aspects of concept compliance,supply standard,practice dimension,technology construction and system guarantee.In order to resolve the governance dilemmas such as the hysteretic governance concept of diversified development,service supply deviating from standards and unclear practice dimensions,lack of digital technology construction,and insufficient institutional guarantee for collaborative governance,the solutions should be taken to strengthen concept compliance so as to shape the diversified development pattern of rural public sports services;to clarify the standards and dimensions so as to improve the fine management level of rural public sports services;to deepen digital construction so as to unblock the channels for in-depth promotion of rural public sports services;and to improve institutional guarantee so as to strengthen the efficiency of collaborative governance of rural public sports services.
