Research on the Significance of Hotline Services in Improving Teacher-Student Appeal Management
大学师生权益诉求表达是高校内部治理、维护师生权益的重要途径,也是推进大学治理现代化必须直面的关键议题.上海健康医学院于2022年3月组建24小时热线专班,专门协助师生解决各类诉求,至今已运行超过三年.系统汇总与分析这三年多的热线来电数据,从诉求类型分布、响应时效变化、高频问题趋势等维度梳理运行规律,通过典型案例回顾专班的问题解决实践,包括跨部门协同处置突发情况、跟进落实长期诉求等具体场景,清晰呈现"接诉登记—分类派单—限时办理—反馈回访—复盘优化"的诉求处理全流程;并在此基础上总结"倾听—解决—反馈—改进"的工作闭环经验,探索通过数字化升级诉求平台、建立诉求预警机制、强化部门联动响应等方式,进一步完善学校师生诉求表达渠道的有效路径,为构建更具温度的校园治理体系提供实践参考.
The expression of rights and interests demands by university teachers and students is not only a crucial approach for internal governance of higher education institutions and safeguarding the rights and interests of teachers and students,but also a key issue that must be directly addressed in ad-vancing the modernization of university governance.Shanghai University of Medicine&Health Sci-ences established a 24-hour hotline team in March 2022,which is specifically responsible for assisting teachers and students in resolving various demands,and has been operating smoothly for more than three years so far.This paper will systematically collect and analyze the hotline call data over these three years,and sort out the operation rules from dimensions such as the distribution of demand types,changes in response timeliness,and trends of high-frequency issues.It will review the team's problem-solving practices through typical cases,including specific scenarios such as cross-departmental collab-orative handling of emergency situations and follow-up implementation of long-term demands.Addi-tionally,it will clearly present the entire demand handling process of"receiving and registering de-mands-classifying and assigning tasks-handling within a time limit-providing feedback and conduct-ing return visits-reviewing and optimizing".On this basis,the paper will summarize the work closed-loop experience of"listening-solving-feedback-improving",explore effective paths to further im-prove the channel for teachers and students to express their demands by means of digitizing and up-grading the demand platform,establishing a demand early warning mechanism,and strengthening in-ter-departmental linkage and response.It is expected to provide practical references for building a more caring campus governance system.
