科研院所青年科技人员管理能力培养模式探索及制度化建议OA
Exploration of Training Modes and Institutionalization Suggestions for Management Capabilities of Young Scientific and Technological Personnel in Research Institutes,Taking Jiangsu Academy of Agricultural Sciences as an Example
文章聚焦科研院所青年科技人员管理能力培养问题,探索在内设机构通过兼职形式进行培养的模式,以综合管理能力、实践能力与政策领悟力为核心培养目标,建立"五大兼职秘书"岗位机制,系统分析了运行该模式后在青年科技人员管理能力提升、资源优化配置等方面取得的成效,并从建立标准化选拔与考核机制、完善培养与支撑保障制度、构建协同联动与容错机制等方面提出了可复制的制度化建议,以期为同类型科研院所在青年管理人才储备与内设机构效能提升方面提供实践参考.
This paper focused on the training of management capabilities of young scientific and technological personnel in research institutes,and explored a training mode through part-time positions in internal institutions.With comprehensive management capabilities,practical capabilities and policy comprehension as the core training objectives,it established a post mechanism of"five types of part-time secretaries".The paper systematically analyzed the results achieved in improving the management capabilities of young scientific and technological personnel and optimizing resource allocation after the operation of this mode.Furthermore,it put forward replicable institutionalization suggestions from aspects such as establishing standardized selection and assessment mechanisms,improving training and support guarantee systems,and constructing collaborative linkage and error-tolerance mechanisms.The purpose is to provide practical references for similar research institutes in the reserve of young management talents and the improvement of the efficiency of internal institutions.
