[研究目的]大科学工程作为推动国家科技进步与抢占战略制高点的核心载体,其成功高度依赖于对基础性、机理性问题的研判及对前瞻性、颠覆性技术的有效管理,但前瞻性、颠覆性技术的课题管理中效率低下、资源分配不合理等问题相对突出.基于"问题导向、举国体制与动态赋能"的整合视角,通过精准的问题分解、全国协作遴选、竞争协同机制及动态反馈调整,有望提升相关课题管理效能.[研究方法]构建涵盖"问题精准分解与全国协作遴选""竞争协同与团队攻关机制""应用反馈与动态调整闭环"的三维管理框架,结合国内外大科学工程典型案例,深入探讨"指南发布""赛马制""揭榜制"等创新管理模式的应用与效果.[研究结论]该管理框架能有效破解工程堵点与难点,保障大科学工程总体目标顺利实现,进而激发全国创新潜能.需进一步强化问题导向的精准性,优化竞争协同机制,并构建更加高效的动态反馈系统.随着人工智能、大数据等技术的发展,课题管理将向数字化、智能化方向演进,为我国建设世界科技强国提供坚实支撑.

[Research purpose]Big science projects serve as the core platform for advancing national scientific and technological progress and securing strategic advantages.Their success largely depends on accurate assessments of fundamental and mechanistic issues,along with effective management of forward-looking and disruptive technologies.However,persistent challenges such as inefficiency and suboptimal resource allocation still plaguebig science project management.To address these issues,an integrated management innovation framework based on"problem orientation,the Whole-Nation system and dynamic empowerment"is proposed.The framework aims to enhance project management efficiency through precise problem decomposition,nationwide collaborative selection,competition-coordination mechanisms,and dynamic feedback adjustment.[Research method]A three-dimensional management structure is established,consisting of:1)precise problem decomposition and nationwide collaborative selection mechanisms;2)competition-coordination and team-based research mechanisms;3)application feedback and dynamic adjustment loops.By analyzing prominent domestic and international big science project cases,the implementation and outcomes of innovative management approaches are studied,including"guideline release,"the"horse race mechanism,"and the"open bidding mechanism."[Research conclusion]This framework effectively addresses critical challenges in big science projects,ensuring the successful achievement of overarching objectives while unlocking national innovation potential.Future recommendations include enhancing the precision of problem orientation,optimizing competition-coordination mechanisms,and establishing more efficient dynamic feedback systems.With advancements in artificial intelligence,big data,and other related technologies,project management is expected to transition toward digital and intelligent transformation,providing robust support for China's goal of becoming a global leader in science and technology.
