极端暴雨条件下雄安新区防洪排涝系统问题梳理与改进建议OA
Analysis of Issues in Flood Control and Drainage System of Xiong'an New Area under Extreme Rainfall Conditions and Suggestions for Improvement
[目的]剖析雄安新区防洪排涝系统在应对"23·7"特大暴雨时的表现与不足,明确存在的短板,为后续防洪排涝体系优化提供支撑.[方法]基于资料分析、现场踏勘、图纸分析与数据统计,剖析雄安新区防洪排涝系统现状,重点梳理河湖水系及大型调蓄设施,总结防洪排涝的整体情况及与流域防洪的关系,结合现场调研等梳理雄安新区水系统存在的主要问题,进一步聚焦"23·7"特大暴雨中积水问题较为突出的容东片区典型小区,分析其内涝积水的主要成因.[结果]雄安新区启动区与容东片区整体排涝有序,但暴露出一些具体问题,包括调蓄设施容量不足、雨水管网之间连接不顺畅、部分区域的海绵城市设施未能达到设计标准、日常管理维护力度不足等.[结论]雄安新区防洪排涝系统整体有效,但仍存在工程设施和管理维护的短板.未来应通过完善设施布局、提升调蓄能力、优化雨水管网连接、加强应急响应和智慧化运维等措施,全面提升极端暴雨条件下的防洪排涝能力和韧性.
[Objective]This study aims to analyze the performance and deficiencies of the flood control and drainage system in Xiong'an New Area during the ″23·7″ extreme rainstorm,identify existing shortcomings,and provide support for subse-quent optimization of the flood control and drainage system.[Methods]Based on data analysis,field surveys,blueprint analysis,and statistical data,the current status of the flood control and drainage system in Xiong'an New Area was analyzed,with particular emphasis on the river and lake systems and large-scale storage facilities.The overall situation of flood control and drainage,as well as its relationship with basin-wide flood control,was summarized.The main issues in the water system of Xiong'an New Area were identified based on field investigations.Furthermore,the analysis focused on a typical residential area in the Rongdong Area where waterlogging was particularly severe during the ″23·7″ extreme rainstorm,and the main causes of its waterlogging were examined.[Results]Overall,drainage operations in the Qidong Area and Rongdong Area of Xiong'an New Area were orderly.However,several specific issues were revealed,including insufficient capacity of storage fa-cilities,inadequate connectivity between stormwater drainage networks,failure of sponge city facilities in certain areas to meet design standards,and insufficient routine management and maintenance.[Conclusion]The flood control and drainage sys-tem in Xiong'an New Area is generally effective.However,shortcomings remain in both engineering facilities and management and maintenance.In the future,measures such as improving facility layout,enhancing storage capacity,optimizing stormwa-ter pipeline connectivity,strengthening emergency response,and implementing intelligent operation and maintenance should be adopted to comprehensively enhance flood control,drainage capacity,and resilience under extreme rainfall conditions.
