[目的]水资源承载力综合评价是区域水资源承载问题认识论和实践论连接的纽带.总结近40 年来区域水资源承载力综合评价方法研究进展,旨在探讨该评价方法研究的演变特点和发展难点,为更合理地进行区域水资源承载力综合评价提供参考.[方法]从综合评价方法论角度,基于结构水资源学方法系统3 要素结构原理,系统阐述了区域水资源承载力综合评价过程中评价理论、评价论据、评价方法 3 个重要方面的研究进展.[结果]①现有水资源承载力综合评价研究尚未形成相对统一的理论框架,缺乏面向承载过程的水资源承载力综合评价的概念和方法,评价指标体系尚未充分体现区域水资源承载过程特征,兼有承载过程物理解析和承载平衡关系不确定性定量计算适用性强的区域水资源承载力综合评价方法缺乏.②指出了评价对象a、评价指标b、评价目标c三要素间的关系及其合成作用ab@bc=ac,形成了区域水资源承载力综合评价方法一般建模过程,可称为水资源承载力综合评价方法的关系传导原理.[结论]区域水资源承载力综合评价的一般建模过程需重点发展的方向包括:识别区域水资源承载力要素及其影响因素与作用关系,揭示研究区域水资源承载机理,解析水资源承载力影响作用机制,构建具有承载过程解析的评价指标体系,分析区域评价对象、评价指标、评价目标之间的作用关系结构,开展面向人水和谐和水利高质量发展的区域水资源承载力综合评价方法论研究.

[Objective]The comprehensive evaluation of water resource carrying capacity(WRCC)is the link between the theoretical understanding and practical application of regional WRCC issues.The study summarizes the research progress on comprehensive WRCC evaluation methods over the past 40 years,aiming to explore the evolution characteristics and develop-ment challenges of these methods and provide references for more reasonable comprehensive evaluation of regional WRCC.[Methods]From the perspective of comprehensive evaluation methodology,and based on the three-element structural princi-ple of the structural water resources methodological system,this study systematically elaborates the research progress in three critical aspects during comprehensive evaluation processes of regional WRCC:evaluation theory,evaluation evidence,and evaluation methods.[Results](1)Existing studies on comprehensive WRCC evaluation have yet to form a relatively unified theoretical framework.Concepts and methods for process-oriented comprehensive WRCC evaluation are lacking.Current eval-uation indicator systems insufficiently reflect the characteristics of regional water resources carrying process.There is a lack of comprehensive evaluation methods for regional WRCC that simultaneously provide physical analysis of carrying processes and are highly applicable for quantitative calculation of uncertainties in carrying-balance relationships.(2)The relationship among the three elements,evaluation object(a),evaluation indicator(b),and evaluation objective(c),and their com-bined effects ab@bc=ac are clarified.Based on that,a general modeling process of comprehensive evaluation methods for re-gional WRCC is formed.This can be referred to as the relationship transmission principle of comprehensive WRCC evaluation methods.[Conclusion]The general modeling processes for the comprehensive evaluation of regional WRCC needs to focus on the following directions:identifying the regional WRCC elements,their influencing factors,and interaction relationships;revealing the mechanisms governing regional WRCC;analyzing the impact mechanisms of WRCC;constructing an evaluation indicator system with analytical capabilities for carrying processes;analyzing the relationship structure among regional evalua-tion objects,indicators,and objectives;and conducting methodological research on the comprehensive evaluation of regional WRCC oriented toward human-water harmony and high-quality development of water conservancy.
