From Campus to Workplace:Theoretical Foundations and Policy Practices for Promoting College Graduates Employment
从学校过渡到职场是大学生就业的关键环节,大学生在此阶段进行人力资本积累十分必要.研究分析了实习见习等政策的特点,发现支持大学生从学校到职场的政策比计划体制下更加强调提高大学生职业能力,政策覆盖的环节由大学生分配到达岗位之后这个时点前移至在校或者离校但未就业这个时期,政策取向也更加强调从学校到职场转变支持的系统性.从政策效果看,这些政策有力提升了大学生就业成功的概率,但部分保障制度尚需进一步明确,大学生自主开展实习、兼职等活动的管理服务尚需规范,高质量的岗位缺乏.研究建议:应推进大学生就业治理理念转型,强化从学校到职场转化过程中的支持政策在这个就业政策体系中的独特地位,提高相关制度定位和执行的协同性;明确大学生从学校到职场的能力提升重点,切实做好实习见习和各类职业培训工作;适应就业实习见习变化的特点,大力发挥企业等市场主体在拓宽大学生职业成长途径方面的积极作用;加大大学生就业市场引导和监管力度,切实保护各类市场主体的利益.
The transition from campus to the workplace is a critical stage for college graduates' employment,in which human capital accumulation is essential.Analyzing the characteristics of policy practices such as internships and probation,the study finds that policies supporting this transition,compared to those under the planned economy,place greater emphasis on enhancing students' vocational abilities.The policy coverage has shifted from the pre-reform era's job assignment upon graduation to the period while students are still in school or shortly after graduation when they remain unemployed,with a stronger orientation toward systematic support for the campus-to-workplace transition.In terms of policy effectiveness,these policies have significantly increased the probability of successful employment for college graduates.However,some support systems still need further clarification,management services for student-initiated internships and part-time jobs require standardization,and there is a lack of high-quality positions.The study suggests promoting a transformation in the governance philosophy of college student employment;strengthening the unique position of support policies for the campus-to-workplace transition within the employment policy system;unifying the positioning and enhancing the coordination of related systems;clarifying the key areas for capacity improvement during this transition and effectively implementing internship,probation,and various vocational training programs;adapting to the changing characteristics of employment internships and probation,and vigorously leveraging the positive role of enterprises and other market entities in broadening career development pathways for college students;increasing guidance and supervision in the college graduate job market to effectively protect the legitimate interests of all market participants.
