促进高质量充分就业:基于中国式现代化视角下的系统治理范式OACHSSCD
Promoting High-Quality and Full Employment:A System Governance Paradigm from the Perspective of Chinese Modernization
在中国式现代化背景下,就业已不再仅被视为宏观调控或社会政策领域中的单一目标,而是逐步演变为嵌入国家治理体系和高质量发展全局的基础性制度安排.围绕"十五五"时期促进高质量充分就业的现实任务,本研究立足我国经济结构转型、人口结构变化以及技术变革加速的时代背景,构建了一个以"高质量充分就业"为核心目标、"宏观战略协同、供需结构优化、市场效能提升、权益保障强化、风险防控布局"为五大协同支柱和"党的全面领导、法治保障、就业友好型发展方式、多元主体协同的现代治理格局"为四大基础保障的分析框架.研究发现,我国就业治理正在由以分散政策工具为主的调控模式,逐步演进为深度嵌入国家治理现代化进程的系统性安排,就业优先战略在高质量发展、新质生产力培育、扩大内需、区域协调发展和共同富裕等重大战略中的地位不断强化,并呈现出与教育、科技、人才、社会保障和数字治理等政策协同推进的趋势.本研究为中国乃至全球在数字化、绿色化和老龄化趋势并行的背景下探索包容性增长与可持续社会福祉提升路径,提供了具有启示意义的方案.
In the context of Chinese modernization,employment is no longer viewed merely as a single objective within macroeconomic regulation or social policy.It has gradually evolved into a foundational institutional arrangement embedded within the national governance system and the overall landscape of high-quality development.Focusing on the practical task of promoting high-quality and full employment during the"15th Five-Year Plan"period,and based on the contemporary background of China's economic structural transformation,demographic changes,and accelerating technological transformation,the study constructs an analytical framework.It centers on"high-quality and full employment"as its core goal,with"macro-strategic coordination,optimization of supply and demand structures,enhancement of market efficiency,strengthening of rights protection,and risk prevention layout"as collaborative pillars,and"the Party's overall leadership,rule of law guarantees,employment-friendly development mode,and a multi-stakeholder collaborative modern governance pattern"as foundational safeguards.The study finds that China's employment governance is gradually evolving from a regulation model primarily relying on dispersed policy tools into a systematic arrangement deeply embedded in the process of national governance modernization.The status of the employment priority strategy is continuously strengthening within major strategies such as high-quality development,cultivating new quality productive forces,expanding domestic demand,coordinated regional development,and common prosperity.It also shows a trend of synergistic advancement with policies in education,technology,talent,social security,and digital governance,providing an enlightening approach for China and the world to explore inclusive growth and sustainable social welfare improvement paths against the backdrop of concurrent trends in digitalization,greening,and aging.
