算法民主:数字劳动权益保障的上海探索OACHSSCD

With the rapid development of the digital economy,algorithm exploitation and the resulting challenges in safeguarding digital laborers' rights and interests are becoming increasingly prominent.Based on deliberative democracy,this study proposes an"actor-regulation-consensus"analytical framework for algorithmic democratic governance in the digital age.Using the case of democratic deliberation talks on algorithms involving Shanghai's municipal and district-level trade unions intervening in the Ele.me platform,it explores new democratic governance paths for protecting digital labor rights.The findings indicate that,at the actor level,through Party building guidance,digital platforms and laborers collaboratively participate in the algorithmic democratic governance network,achieving the re-organization of dispersed labor forces;at the regulation level,using algorithm deliberation talks as a formal consultation system incorporates the algorithm rules themselves into the deliberation agenda,realizing a paradigm shift from"ex-post right s protection"to"in-process deliberation";at the consensus level,stakeholders gradually move beyond a purely technical efficiency logic,reaching consensus on the value principle of"algorithms for good",and promoting the implementation of algorithm optimizations.Overall,the case demonstrates that,facing new challenges in the era of digital intelligence,algorithmic democracy guided by Party building,leveraging the safety-net role of formal and informal regulations,and consolidating value consensus among diverse actors is a beneficial exploration for safeguarding the rights and interests of digital laborers.
