The Specialized,Refined,Distinctive,and Innovative(SRDI)policy plays a pivotal role in alleviating resource constraints for enterprises and unlocking the effectiveness of policies.Exploring this policy provides valuable insights into the development of such enterprises,as well as into policy formulation and refinement.Taking China's policy texts on SRDI enterprises as the subject of the study,this research uses LDA thematic clustering and thematic similarity cal-culation methods to systematically analyze the themes and evolution of these policies.Simultane-ously,drawing upon policy instrument theory,the study examines the application of policy instru-ments within this framework,constructing a comprehensive"theme-evolution-instrument"ana-lytical model for systematic analysis.The findings indicate:①In terms of policy themes,China's SRDI policies have progressed through four distinct phases—policy exploration,system con-struction,system refinement,and strategic deepening—each characterized by a different focus.The policy exploration phase focused on qualification certification and fiscal support,the system construction phase prioritized technological empowerment and market cultivation,the system re-finement phase concentrated on enhancing the tiered cultivation framework,and the strategic deepening phase emphasized industrial chain synergy and optimizing the innovation ecosystem.②In terms of policy evolution,China's SRDI policies exhibit three core characteristics:a transi-tion in policy objectives from fragmented support to systematic cultivation,an evolution in fiscal empowerment from extensive funding to targeted empowerment,and an upgrade in innovation-driven logic from technological breakthroughs to ecosystem synergy.Policy evolution can be cat-egorized into three types:vertical deepening,horizontal derivation,and network integration.Ver-tical deepening evolves through incremental adjustments driven by institutional inertia and prac-tical feedback,achieving iterative policy upgrades.Horizontal derivation involves the dynamic adaptation of policies through contextual extensions,driven by technological shifts and demand.The primary drivers of network-integrated policy evolution are shifts in international competitive dynamics and the need to resolve complex challenges,enhancing synergistic effects through sys-tematic coordination.③In terms of policy instruments,China's SRDI policies exhibit structural imbalances.Across the four phases of these policies,environmental instruments exert a domi-nant influence;supply-oriented instruments undergo U-shaped adjustments;and demand-driven instruments are consistently underutilized.Based on these findings,the following recom-mendations are proposed to target development and improvement across four dimensions:firstly,strengthening top-level policy design to establish a foundation for forward-looking planning;sec-ondly,establishing a dynamic policy adjustment mechanism to enhance iterative capacity;thirdly,reinforcing the application of demand-oriented policy tools to leverage their full guiding potential;and fourthly,emphasizing dynamic policy adjustments to improve implementation pre-cision.
