在大力推动科技创新和产业创新深度融合的国家战略中,科技成果转化效能成为一项关键的衡量指标.阐述科技成果转化的两项制度创新——"技术自由岛"与"科研—资本增强螺旋"及其实践成效.两个概念及相关思想均由中国工程院院士、华东师范大学原校长钱旭红提出,并在华东师范大学率先探索实施.前者是通过对高校科研人员的职务科研成果进行赋权使完成人获得该成果的完整所有权,加快人才、技术、资本等创新要素的自由流动;后者是指以科研成果为资本增值提供技术价值支撑,同时资本为科研提供持续的投入,从而实现科研成果与企业市值增长之间的良性互促与可持续发展.这两种制度创新的理念具有一致性,制度路径具有统贯性,价值目标具有整合性.进一步阐述两者协同的三大路径,分别是顶层设计与管理转型、教育引领与平台建构、创业团队与全链生态,并概括总结高校在推动科技创新和产业创新深度融合中的基础性作用.

Within the national strategic process of vigorously promoting the deep integration of scientific and technological innovation with industrial innovation,the efficiency of scientific and technological achievement transformation has increasingly emerged as a critical policy ob-jective.This paper elaborates on two institutional innovations in the transformation of scientific and technological achievements and their practical outcomes:the"Technology Free Island"and the"Research-Capital Enhancement Spiral".Both concepts and their underlying ideas were pro-posed by Academician Xuhong Qian of the Chinese Academy of Engineering,former President of East China Normal University(ECNU),and have been first explored and implemented at ECNU.The former grants 100 percent empowerment over job-related research achievements to university researchers,enabling the inventors to obtain full ownership of such achievements.By breaking away from the traditional ownership arrangement in which universities serve as the pri-mary holders of scientific and technological achievements,this system effectively promotes the free flow of innovation factors,stimulates researchers' innovative vitality,and helps research teams rapidly cross the"valley of death"in the process of technology commercialization.The lat-ter provides technological value support for capital appreciation through scientific research achievements,while capital,in turn,feeds back into sustained research investment,generating a mutually reinforcing and virtuous cycle between research outcomes and the market valuation of entrepreneurial firms.This mechanism transforms the relationship between research and capital from a"one-shot leap"into a"step-by-step ascent",ultimately enabling researchers,entrepre-neurial firms,and investors to benefit simultaneously and achieve spiral,sustainable growth.Since the implementation of these institutional innovations,ECNU has experienced rapid and sustained growth in the value of technology transfer contracts,achieving historic breakthroughs and forming a replicable"ECNU model"for university technology transfer.The two innovations share a consistent innovation philosophy,a coherent institutional pathway,and an integrated value orientation.Their synergistic operation is realized through three major pathways:top-level institutional design and governance transformation,education-led guidance and platform con-struction,and entrepreneurial teams embedded within a full-chain innovation ecosystem.This paper highlights the foundational role of universities in advancing the deep integration of scien-tific and technological innovation with industrial innovation,emphasizing that institutional inno-vation must be supported by educational innovation to cultivate the leadership and execution ca-pacity required for sustainable transformation at the intersection of education,science and tech-nology,and talent development.
