为充分挖掘省级电网不同区域间灵活性需求,减小源网荷储灵活性规划成本以及系统的碳排放成本,建立减碳目标下考虑区域灵活性互济的源网荷储双层规划模型.首先,基于最优化理论建立温控负荷、电动汽车、数据中心和 5G基站等需求侧灵活性资源的调节潜力评估模型;然后,以电网规划成本和碳排放成本最小化为目标,考虑电网运行约束以及区域间灵活性互济约束,将源网荷储容量决策变量融入生产模拟中,建立考虑灵活性资源分区互济的源网荷储协同规划模型,并提出线性化转化求解方法;最后,算例对比分析结果表明所提方法能够有效均衡区域间灵活性,并降低系统的碳排放成本.实验结果表明,本文构建的双层规划模型显著增强系统灵活性,并降低系统碳排放及运行成本.

To fully tap into the flexibility demand among different regions of a provincial power grid and reduce the flexi-bility planning cost of source-grid-load-storage and the carbon emission cost of a system,a double-layer planning model of source-grid-load-storage considering regional flexibility mutual-assistance under an objective of carbon emission re-duction is established.First,based on the optimization theory,a regulation potential evaluation model of demand-side flexibility resources such as temperature-controlled load,electric vehicles,data centers and 5G base stations is con-structed.Then,with the objective of minimizing the grid planning cost and carbon emission cost as well as the consider-ation of grid operation constraints and regional flexibility mutual-assistance constraints,the source-grid-load-storage ca-pacity decision variables are integrated into the production simulation,a source-grid-load-storage collaborative plan-ning model considering the mutual-assistance of flexible resource partitions is built,and a linear transformation solution method is further proposed.Finally,the results of comparative analysis of an example show that the proposed method can effectively balance the flexibility between regions and reduce the carbon emission cost of the system.Experimental results show that the double-layer planning model constructed in this paper significantly enhances the system's flexibili-ty while reducing its carbon emissions and operating costs.
