我国战略科学家人才特征与发展路径:以国家最高科学技术奖获得者为例OA
The characteristics and developing path of strategic scientists in China:Taking the winner of the highest national science and technology award as an example
应对全球新一轮科技革命,实现高水平科技自立自强,亟需壮大战略科学家人才队伍.国家最高科学技术奖获得者是中国最杰出的战略科学家,在各自领域做出了重大贡献,他们的成才经历对培养战略科学家具有重要借鉴意义.基于我国最高科学技术奖获得者的传记、采访和报道等文本资料,归纳发现获奖科学家具有以下特征:一是具有创新意识、钻研毅力、专注等科学家精神;二是自小就受到良好的家庭教育和区域文化熏陶;三是大多受过系统严格的学术训练,存在明显的"师承效应";四是聚焦研究基础科学和科技前沿领域、国家重大战略方向;五是基本在国内外多个战略科研机构任职;六是不少人具有海外留学和国际交流合作经历;七是具有较高的科研领导和组织管理能力.建议从科学家职业生涯不同阶段探索科学家培养机制,加强我国拔尖人才的早期超常教育培养;建立战略科学家教育培养体系及通道;搭建支持科学家成长的科研平台体系;加强国内外科研交流与合作;健全支持科学家成长的公共服务体系,加大科学家精神的宣传教育.
In response to the new round of global technological revolution and to achieve high-level self-reliance in science and technology,it is urgent to strengthen the contingent of strategic scientists.Recipients of the National Supreme Science and Technology Award represent the most outstanding strategic scientists in China and have made significant contributions in their respective fields.Their career trajectories provide important insight into the cultivation of strategic scientists.Based on textual materials including biographies,interviews,and media reports of recipients of China's Highest National Science and Technology Award,this study identifies several common characteristics among these scientists.Firstly,they demonstrate a strong scientifics ethos characterized by innovative consciousness,perseverance in research,and sustained focus.Secondly,they generally benefited from sound family education and early exposure to supportive regional cultural environments.Thirdly,most recipients have received systematic and rigorous academic training,resulting in a clear Famous Teacher Effect.Fourthly,they mainly focus on researching basic science and frontier scientific and technological fields,as well as major national strategic directions.Fifthly,they typically hold positions in multiple strategic research institutions both domestically and internationally.Sixthly,Many of them have overseas study experience as well as international academic exchange and collaboration.Seventhly,they exhibit strong capabilities in scientific leadership and organizational management abilities.Based on these findings,this study proposes exploring scientist cultivation mechanisms across different stages of scientific careers,strengthening early identification and advanced education for top talents,establishing an integrated education and training system for strategic scientists,building supportive research platform systems,enhancing domestic and international scientific collaboration,and improving public service systems that support scientists'development while promoting the scientific spirit.
