中国海洋渔业生产效率时空格局及影响因素研究OA
Study on the spatiotemporal patterns and influencing factors of marine fishery production efficiency in China
海洋渔业作为中国渔业经济的重要支柱,是实现海洋强国战略的核心环节.本文以 2010-2023年中国沿海 10 个省份为研究对象(不含港、澳、台及上海,下同),通过构建包含非期望产出的超效率SBM模型,测算了中国沿海省份的海洋渔业生产效率,并利用标准差椭圆和地理探测器模型分析了其时空演变及驱动因素.研究发现:(1)中国海洋渔业生产效率呈现波动趋势,地区差异显著.(2)中国海洋渔业生产效率经历较强波动后缓慢提升,生产效率重心移动以"南-北-南-北"为轨迹.(3)海洋渔业生产效率影响因素时空差异性显著.基于结论,本文提出以下政策建议:(1)构建生态优先导向的差异化治理体系.(2)完善优化三大海洋经济圈联动发展的政策支撑网络,创新区域协同治理模式.(3)推进海洋渔业创新发展、信息化建设和制度优化.
This study investigates 10 coastal provinces in China from 2010 to 2023.By constructing a super-efficiency SBM model incorporating undesirable outputs,we measure marine fishery production efficiency(MFPE)and analyze its spatiotemporal evolution and driving forces using the standard deviational ellipse(SDE)and geographical detector model.The findings reveal:(1)China's MFPE exhibits fluctuating trends with significant regional disparities.(2)Temporally,MFPE experienced strong volatility before gradually improving;spatially,its centroid shifted along a"south-north-south-north"trajectory.(3)Influencing factors demonstrate marked spatiotemporal heterogeneity in their impacts.Based on these conclusions,we propose policy recommendations:(1)Establish a differentiated governance system with a primary focus on ecological priorities.(2)Enhance and refine the policy support framework for the integrated development of the three Marine economic zones,while innovating the approach to regional collaborative governance.(3)Promote innovation-driven development,digital transformation,and institutional optimization in marine fishe ries.
