国家级海洋牧场示范区政策对沿海城市绿色发展的影响研究OA
Study on the impact of national marine ranch demonstration zone policies on the green development of coastal cities
作为一种环境友好型和资源管理型的海洋渔业生产方式,海洋牧场通过恢复海洋生态环境、保护渔业资源,成为沿海城市追求绿色发展的重要实践.本文基于 2010-2021 年 53 个沿海城市的面板数据,使用非期望产出的超效率SBM-GML模型测算沿海城市绿色全要素生产率表示沿海城市绿色发展水平,并构建双重差分模型实证考察了国家级海洋牧场示范区政策对沿海城市绿色发展的影响.研究表明:国家级海洋牧场示范区政策可以显著促进沿海城市的绿色发展;中介效应分析表明,技术创新和产业结构升级是国家级海洋牧场示范区政策促进沿海城市绿色发展的重要渠道;异质性分析表明,国家级海洋牧场示范区政策对北部和中部沿海城市绿色发展的促进作用更明显,且国家级海洋牧场示范区数量越多,对沿海城市绿色发展的促进作用越显著.
As an environmentally friendly and resource-management-oriented marine fishery production method,marine ranching has become an important practice for coastal cities in pursuit of green development by restoring the marine ecological environment and protecting fishery resources.Based on panel data from 53 coastal cities from 2010 to 2021,this paper uses the Super-efficiency SBM model and Global Malmquist-Luenberger index to measure the green total factor productivity(GTFP)of coastal cities as an indicator of their green development level.Additionally,a Difference-in-Differences model is constructed to empirically investigate the impact of national marine ranch demonstration zone policies on the green development of coastal cities.The study shows that national marine ranch demonstration zone policies can significantly promote the green development of coastal cities.Mediation effect analysis indicates that technological innovation and industrial structure upgrading are important channels through which national marine ranch demonstration z one policies promote the green development of coastal cities.Heterogeneity analysis reveals that the policies have a more pronounced effect on promoting green development in northern and central coastal cities,and the more national marine ranch demonstration zones there are,the more significant the promotion of green development in coastal cities.
