Digital Economy Policies and Intelligent Manufacturing Patent R&D:A Quasi-Natural Experiment

国家数字经济创新发展试验区致力于推动先进数字技术的应用,促进数字经济与实体经济的深度融合.为加速制造业智能化转型,增强产业竞争力,以首批国家数字经济创新发展试验区试点政策为研究对象,运用2016-2023年全国30个省级面板数据,运用双重差分法检验试验区对制造业智能化专利研发的影响.研究结果表明:试验区政策显著促进试点地区的制造业智能化专利研发,并且该结论通过了一系列稳健性检验.异质性分析发现,试验区政策对西部地区制造业智能化专利研发具有显著促进作用,而在东部地区则未表现出统计意义上的显著影响.除此之外,试验区政策显著提升了经济发展水平较低地区、环境规制强度较高地区、数字经济政策力度较大地区的智能制造专利占比.传导机制检验表明,试验区政策通过全国统一大市场的制度性整合、数字普惠金融的资源可及性提升以及人力资本结构优化,提高了试点地区制造业智能化专利的研发水平,加速了制造业的智能化进程.因此,应强化区域差异化政策设计、深化机制协同研究、拓展"智能—绿色"协同转型视角,以提升制造业智能化水平.

The National Digital Economy Innovation and Development Pilot Zones are dedicated to promoting the application of advanced digital technologies and facilitating the deep integration of the digital economy with the real economy.To accelerate the intelligent transformation of the manufacturing industry and enhance industrial competitiveness,this study takes the first batch of pilot zones as the research subjects and uses the panel data of 30 provincial-level regions across the country from 2016 to 2023.The difference-in-differences method is employed to examine the impact of the pilot zones on the intelligent patent research and development in the manufacturing industry.The research results show that the policies of the pilot zones significantly promote the intelligent patent research and development in the manufacturing industry of the pilot regions,and this conclusion has passed a series of robustness tests.The heterogeneity analysis reveals that the policies of the pilot zones have a significant promoting effect on the intelligent patent research and development in the manufacturing industry in the western regions,but no statistically significant impact is observed in the eastern regions.In addition,the policies of the pilot zones have significantly increased the proportion of intelligent manufacturing patents in regions with lower economic development levels,higher environmental regulation intensities,and greater digital economy policy efforts.The mechanism test indicates that the policies of the pilot zones have improved the research and development level of intelligent manufacturing patents in the pilot regions through the institutional integration of the national unified large market,the enhanced accessibility of digital inclusive finance resources,and the optimization of the human capital structure,thereby accelerating the intelligent transformation of the manufacturing industry.Therefore,it is necessary to strengthen the design of regional differentiated policies,deepen the research on mechanism coordination,and expand the perspective of"intelligent-green"coordinated transformation to enhance the intelligent level of the manufacturing industry.
