铁路专用线是铁路运输企业向社会提供铁路运输服务的重要载体,是推进交通物流融合发展、发挥铁路在综合运输体系中骨干作用的重要手段.立足国铁集团铁路专用线运营管理要求,研究95306专用线运营板块的建设目标、总体架构、技术架构、网络架构及数据架构,设计并阐述专用线运营服务与管理的功能及应用成效,根据路企双方需求提出专用线运营服务优化建议,包括开发货运追踪与运输生产组织信息路企互通功能、优化货车计量检测及路企交接检查作业、完善专用线物流服务质量评价、探索专用线存车停时与延时占用抵消机制.
Dedicated railway lines are an important vehicle for railway transport enterprises to provide railway transport services to society.They are a crucial means to promote the integrated development of transportation and logistics and to leverage the railway's backbone role in the comprehensive transport system.This article,based on the operational management requirements for dedicated railway lines stipulated by China State Railway Group Co.,Ltd.,studied the construction objectives,overall architecture,technical architecture,network architecture,and data architecture of the 95306 dedicated line operation module.It designed and explained the functions of dedicated line operation services and management,as well as the practical results.Based on the needs of both the railway administration and the enterprise,optimization suggestions for dedicated line operation services were proposed,including developing a mutual information exchange function for cargo tracking and transportation production organization between the railway and the enterprise,optimizing freight car measurement,inspection,and handover procedures between the railway and the enterprise,improving the evaluation system for dedicated line logistics service quality,and exploring a mechanism to offset parking time and extended occupation on dedicated lines.
