东北地区沿海港口铁路集疏运能力分析与提升研究OA
Analysis and Enhancement of Railway Collection and Distribution Capacity for Coastal Ports in Northeast China
随着东北振兴的不断推动和降低全社会物流成本方案的实施,东北地区沿海港口铁路集疏运比例将持续提升.为识别东北地区主要港口集疏运存在问题,明确铁路服务港口集疏运举措,在梳理大连港、营口港、锦州港、葫芦岛港、盘锦港和丹东港后方通道技术标准及能力利用的基础上,分析研判了六大港口铁路集疏运存在问题,包括疏港铁路及后方通道能力紧张、场站设施相对落后、集疏运体系衔接不畅等,提出推进港口铁路后方通道提升、提升设施服务水平、加强港口铁路衔接3个方面提升措施,为深化铁路服务东北振兴和推进东北地区"公转铁"实施提供参考.
With the ongoing revitalization of Northeast China and the implementation of the national strategy to reduce logistics costs,the share of railway transport in the cargo collection and distribution systems of coastal ports in this region is expected to rise continuously.To identify the existing problems and propose effective railway service improvement measures,this study first reviewed the technical standards and capacity utilization status of the hinterland transport links serving six major ports(Dalian,Yingkou,Jinzhou,Huludao,Panjin,and Dandong).Based on this analysis,key issues in their railway-based collection and distribution systems were identified,including congestion in port-dedicated railways and hinterland corridors,outdated terminal facilities,and poor intermodal connectivity.Accordingly,three categories of enhancement measures were proposed:upgrading the capacity of port railway hinterland corridors,improving the service level of terminal facilities,and strengthening the coordination between ports and railways.The results can provide a valuable reference for optimizing railway services to support the revitalization of Northeast China and for advancing the regional"shift from road to rail"policy.
