数据协同视角下洪涝灾害应急系统开发模式研究OA
Research on development pattern of flood disaster emergency system based on data collaboration
针对洪涝灾害应急系统的需求管理和多源数据融合的需求,提出基于开放数据协同的洪涝灾害应急系统开发模式,建立虚拟数字场景的参照点和异步协同方法,提升需求分析的准确性和改进系统开发的决策过程.基于业务流程重构方法,设计洪涝灾害应急场景的需求管理模块,实现异步的灾害预演和方案评估.建立数字实体状态交互的数据接口,支持水务部门、技术公司、协同平台和外部主体的异步协同.针对地方水务系统的数字化升级项目,设计和实现协同开发平台,辅助防洪排涝数字场景的开发活动.结果表明:洪涝灾害应急系统开发模式可降低系统开发的流程冗余程度和数据协同成本,提高需求管理的准确性,为系统开发提供决策流程和协同平台的支撑.研究成果对类似的数字场景升级项目具有参考价值和实践意义.
To address demand management and multi-source data integration for flood disaster emergency system,this study proposed a development pattern based on open data collaboration.The pattern established reference points for digital scenarios and asynchronous collaboration methods,enhancing the accuracy of demand analysis and improving decision-making in system development.Using business process reengineering approaches,a demand management module for flood disaster emergency scenarios was designed to enable asynchronous disaster simulation and solution evaluation.A data interface for digital entity status interaction was established to support asynchronous collaborative activities among water authorities,technology companies,collaborative platforms,and external stakeholders.For local water system digital upgrade projects,a collaborative development platform was designed and implemented to facilitate the development of flood control and drainage digital scenarios.Results indicated that this pattern reduced process redundancy and data collaboration costs and enhanced demand management accuracy.Practically,it provided decision-making processes and collaborative platform support.The research have reference value and practical significance for similar digital scenario upgrade projects.
