为给山东省及其各市制定科学合理的碳减排政策及碳达峰行动方案提供科学依据,基于 2030 年国家碳排放强度下降目标设置了基础减排和自主减排两种减排情景,估算 2022-2030 年山东省及各市的碳排放量;兼顾公平性、效率性和可行性原则及指标,构建碳排放权分配模型与分配方案,核算 2022-2030 年各市的碳排放配额.结果表明:两种减排情景下,山东省碳排放总量依然呈缓慢增长趋势,峰值拐点尚未显露;山东省 16 市对分配原则存在明显的偏好倾向,在相应偏好原则方案下获得的碳排放权最大;偏好综合方案是近期内 16 市均较易接受的最佳碳排放分配方案,能够较好地平衡各市之间的利益关系及发展诉求;基于偏好综合分配方案,2022-2030 年总体碳排放配额最多的是菏泽、临沂和济宁,最少的是东营、日照和淄博.综上分析提出以下建议:依据各市的年均排放增长率灵活制定具有一定弹性的达峰时间表;充分挖掘地各市的节能减排潜力,加速优化能源结构;以高质量发展为导向,大力培育绿色低碳新质生产力.

In order to provide a scientific basis for Shandong Province and its municipalities to formulate scientific and reasonable carbon emission reduction policies and carbon peak action plans,two emission reduction scenarios of basic emission reduction and autonomous emis-sion reduction were set based on the national carbon emission intensity reduction target in 2030.The carbon emissions of Shandong Province and its municipalities were estimated for the period of 2022-2030.Taking into account the principles and indicators of fairness,efficiency and feasibility,the carbon emission rights allocation model and scheme of Shandong Province were constructed,and the carbon emission quo-tas of various cities were estimated from 2022 to 2030.The results show that:a)Under the two forecast scenarios,the total carbon emissions in Shandong Province still show a slow growth trend,and the peak inflection point has not yet been revealed.b)The 16 cities in Shandong Province have obvious preference for the allocation principle,and the carbon emission rights obtained under the corresponding preference principle scheme are the largest.c)The comprehensive preference scheme is the best carbon emission allocation scheme that is more accepta-ble to the 16 cities in the near future,and it can better balance the interests and development demands among the cities.d)Based on the preferred comprehensive allocation scheme,the cities with the highest overall carbon emission quotas from 2022 to 2030 are Heze,Linyi,and Jining,while the cities with the lowest quotas are Dongying,Rizhao,and Zibo.In summary,the following recommendations are pro-posed:formulate a certain elasticity of the peak timetable based on the average annual carbon emission growth rate of each city;fully explore the energy saving and emission reduction potentials of each city and accelerate the optimization of the energy structure;and vigorously culti-vate green and low-carbon new quality productive forces with the orientation of high-quality development.
