深化水利投融资领域改革是水利行业中国式现代化的重要任务.基于水利基础设施建设任务重、资金需求大、筹资难度大等现实背景,以江苏省水利建设项目的投融资模式为研究对象,引入WOD(Water-oriented Development)理念,解析融资模式的5个要素(融资主体、融资渠道、项目收益、偿债来源、风险控制)和3种项目类型(公益性、准公益性、经营性),构建基于WOD的"5+3"水利投融资模式,并提出水利基本建设项目的投融资动态演化机制,从而破解水利行业投融资瓶颈.进而,以江苏某市沿江治理项目为案例验证模式可行性,为江苏及同类地区优化水利投融资、实现水利新质生产力提供理论与实践参考.

Deepening the reform of water conservancy investment and financing is an important task of Chinese modernization of the water conservancy industry.Based on the realistic background of heavy tasks,high funding requirements,and difficult financing in water conservancy infrastructure construction,this study takes the investment and financing model of water conservancy construction projects in Jiangsu Province as the research object,introduces the WOD(water-oriented development)concept,analyzes the five elements of financing model(financing subject,financing channel,project income,debt repayment source,risk control)and three project types(public welfare,quasi-public welfare,and operational),constructs a"5+3"water conservancy investment and financing model based on WOD,and proposes a dynamic evolution mechanism for investment and financing of water conservancy basic construction projects to break through the bottleneck of investment and financing in the water conservancy industry.Furthermore,taking the Yangtze River shoreline regulation project in a certain city in Jiangsu Province as a case study,the feasibility of the model is verified,providing theoretical and practical references for optimizing water conservancy investment and financing,and achieving new quality productive forces in Jiangsu and similar regions.
