A Preliminary Study on Targeted Strategies for Enhancing Electromagnetic Radiation Pollution Prevention and Control during the 15th Five-Year Plan Period
本文通过深入调研、系统查阅相关资料,梳理了"十四五"期间电磁辐射设施发展现状和监管成效,分析了相关行业发展趋势和主要特点,深入剖析当前存在的短板和不足,从加强电磁辐射法规制度体系建设、提升电磁辐射环境安全监管能力和提高精准化和信息化管理水平三个方面提出解决对策,为"十五五"期间电磁辐射监管提供了科学依据和决策参考.
An in-depth study and systematic review of relevant materials have elucidated the current development status of electromagnetic radiation facilities and the efficacy of supervision during the 14th Five-Year Plan period.This paper analyzes the development trends and key characteristics of related industries,and conducts a profound examination of existing inadequacies and deficiencies.On this basis,solutions are put forward from three dimensions:consolidating the construction of the legal and regulatory system for electromagnetic radiation,enhancing the capabilities of environmental safety supervision pertaining to electromagnetic radiation,and upgrading the precision and informatization level of management.Thus furnishing a scientific foundation and decision-making reference for electromagnetic radiation supervision during the 15th Five-Year Plan period.
