Research on the Construction of Standardization System for Metrological Testing Technology under the Dual Carbon Goals
在全球气候治理加速演进与"碳达峰碳中和"战略纵深推进的双重驱动下,计量检测技术作为碳治理体系的基础性工具,亟待从传统计量向碳计量范式转型.本文剖析了"双碳"目标下计量检测标准化面临的现实挑战,并基于此构建了"技术—管理—数据"三维协同的标准化体系架构,涵盖基础标准簇、方法标准簇和数据标准簇.
Driven by the accelerated evolution of global climate governance and the in-depth advancement of the"carbon peak,carbon neutrality"strategy,metrological testing technology,as a fundamental tool of the carbon governance system,urgently needs to transform from traditional metrology to the carbon measurement paradigm.This paper analyzes the practical challenges faced by the standardization of metrological testing technology under the dual carbon goals.On this basis,the paper constructs a three-dimensional collaborative standardization system architecture of technology,management and data,which covers basic standard clusters,method standard clusters,and data standard clusters.
