数智时代的全球教育协作:国际组织推动教育数字化转型的实践镜鉴OA
Global Education Collaboration in the Digital-Intelligent Era:Practice-Based Insights from International Organizations Driving the Digital Transformation of Education
以联合国教科文组织、经济合作与发展组织、国际电信联盟、世界银行、欧盟、东盟为代表的国际组织,在促进全球教育协作、推动全球教育数字化转型进程中发挥着重要作用.国际组织积极倡议"以人为本""公平、包容与可持续发展""促进终身学习""重视集体行动与合作共赢"的教育数字化转型理念;倡导"优化数字基础设施建设""利用数字技术赋能教与学""开发与共享优质数字学习资源""制定面向多主体与分层化的数字素养框架""强化教育领域的数字安全与伦理规范""推动教育数字化战略统筹与领导力建设"的政策方向;开展了夯实数字基础设施、构建数字公共平台、深化教育数字治理、提升教师数字素养、完善数字技能培训与工具供给的实践行动.国际组织推动教育数字化转型的经验可为我国优化教育数字化顶层设计、提升治理能力并深度参与全球教育数字化行动提供借鉴.
International organizations—represented by UNESCO,OECD,ITU,World Bank,EU,and ASEAN—play an impor-tant role in fostering global education collaboration and advancing the digital transformation of education worldwide.They actively ad-vocate a vision for the digital transformation of education that is human-centered and promotes equity,inclusion,and sustainability,advances lifelong learning,and emphasizes collective action and win-win cooperation.In terms of policy advocacy,these organizations call for optimizing digital infrastructure,leveraging digital technologies to empower teaching and learning,accelerating the develop-ment and sharing of high-quality digital learning resources,formulating multi-stakeholder and tiered digital literacy frameworks,strengthening digital security and ethical governance,and enhancing strategic coordination and leadership for education digitalization.In practice,they have implemented actions to reinforce digital infrastructure,build digital public platforms,deepen digital education governance,improve teachers'digital literacy,and strengthen digital skills training as well as the provision of tools and support.The experience of international organizations in promoting the digital transformation of education provides useful insights for China to re-fine top-level design,enhance governance capacity,and participate more deeply in global initiatives for education digitalization.
