为应对新时代铁路建设高质量发展对传统施工模式带来的挑战,系统研究并构建铁路通信信号工位制均衡施工体系.该体系以"三个建设"——标准工位、精益工区、精益项目为基础,明确各层级管理职责,推动作业标准化与资源高效配置;通过"三个机制"——接口管理、模拟施工与异常管理,强化施工条件预控、过程推演与问题快速响应能力;并依托"一个平台"——智能工程管理平台,实现施工全过程数字化管理与信息协同.该模式有效促进施工活动由依赖经验向标准化、均衡化、数字化转变,为工程建设行业的精益化转型与高质量发展提供系统化实施路径.

To address the challenges brought by the high-quality development requirements of railway construction in the new era to the traditional construction mode,this paper conducts systematic review and establishes a workstation-based balanced construction system for railway signaling and communication systems.Building on"three constructions",i.e.the construction of standard workstations,lean work areas and lean projects,the proposed system clarifies the management responsibilities at various levels,and promotes standard operation and efficient resource allocation.Utilizing three mechanisms,i.e.interface management,construction simulation and abnormality management,it strengthens the construction condition pre-control,construction process deduction and construction problem fast-response capabilities.Relying on"one platform",i.e.the intelligent engineering management platform,it achieves the digital management and information coordination of the whole construction process.This new construction mode effectively promotes the transformation of construction activities from experience-based approach to standardized,balanced and digitalized approach,providing a systematic implementation pathway for the lean transformation and high-quality development of engineering construction industry.
